Duties

As an Equal Employment Opportunity (EEO) Officer, you will play a key role in administering the NGA's EEO program and supporting the team and training activities. You will serve as an EEO Case Manager in the EEO Case Management Branch, under the EEO Compliance Division in the Office of EEO. You will be responsible for managing the formal EEO complaint process, but you must also thoroughly understand the EEO complaint process from intake through final disposition, to include organizing, directing, inquiring, and evaluating the matter pursuant to EEOC and OPM guidance and policies and federal laws and regulations. You will perform case analysis and provide education to employees and managers on equal employment opportunity rights and responsibilities. You will also serve as a liaison between the Office of EEO, Office of General Counsel (OGC), and the Human Development Directorate (HD), coordinating amongst different parties, and consulting with Agency management on EEO issues.
Duties/Responsibilities include, but are not limited to:
Manage and process EEO complaints in accordance with 29 C.F.R. Part 1614 and EEOC Management Directive 110 (MD-110).
Manage case files in NGA's case management system, Entellitrak, and upload and track case files via EEOC's case management portal, FEDSEP.
Prepare decision letters, assist in preparation of annual reports, and drafting internal standard operating procedures.
Develop and deliver EEO training to managers, supervisors, and employees on topics such as EEO complaint processing and Alternative Dispute Resolution (ADR).
Monitor complaint trends and assist in identifying systemic issues or areas of concern.
Participate in Alternative Dispute Resolution (ADR) efforts as appropriate.
Note: There will be one vacancy to be filled in the St. Louis, MO or Springfield, VA location.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to SCI. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:
1. Experience processing EEO complaints through the entire lifecycle to include documentation and case management.
2. Knowledge of EEOC regulations, federal EEO laws (e.g., Title VII, ADA, ADEA, Pregnancy Act), and related executive orders.
3. Experience communicating findings to individuals or audiences through written, visual, or verbal reports and briefings.
4. Experience with managing and tracking EEO case files for investigation.
5. Experience working with multiple projects simultaneously. (e.g., program management activities, developing timelines/milestones).
EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Communications, Education, Human Resources Development, Psychology, Public Administration, Social Work, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in planning, leading, or managing EEO and/or alternative dispute resolution programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in planning, leading, and managing EEO and/or alternative dispute resolution programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- Incumbent must receive thirty-two (32) hours of EEOC approved initial training prior to assuming investigator or counseling duties and must receive at least eight hours of continuing Counselor training every year, as directed by management in compliance with EEOC.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Experience engaging and collaborating across departments and levels of organizations to meet mission needs.
2. Experience with EEO Case Management systems, such as Entellitrak and iComplaints.
3. Experience with EEO Acceptance and Dismissal Decision letters and/or Final Agency Decisions/Orders.
4. Experience with the Department of Defense and/or the Intelligence Community.
