Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for all Professional Engineering Positions, 0800 and the Group Coverage Qualification Standard for Professional and Scientific Positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
DR-0850-01 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience is professional engineering experience assisting with engineering and scientific work involving electrical circuits, circuit elements, electrical equipment/ systems, and associated phenomena concerned with electromagnetic wave energy or electrical information; and includes experience of electric power (EP) theories, concepts, principles, methods, applications, tools, and practices related to EP and/or supervisory control and data acquisition (SCADA) operations and modeling and simulation (M&S).

EDUCATION: Successfully completed 1 full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.-OR -Successfully completed a Bachelor's degree with Superior Academic Achievement. COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post 4-year course of study leading to a Bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Note: You must submit a copy of official transcripts.
DR-0850-02 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is professional engineering experience performing engineering and scientific work formulating, evaluating, and utilizing electric power (EP) methods and practices; applying programming languages (eg. Python) to develop and recommend solutions to analytical problems; AND developing electrical system characterizations and mathematical models for identifying deficiencies.

IDEAL CANDIDATE:
In addition to the specialized experience statements above, the ideal candidate would have the following skills and experience:
-Ability to characterize complex EP networks in GIS software and develop accurate and rigorous physics based power flow models using industry standard tools. The models will include components required to effectively operate power grids and associated SCADA networks and components. Knowledge and experience with industry approved power modeling tools is preferred.
-Ability to synthesize structured and unstructured intelligence data and apply technical knowledge to produce targeting solutions for joint planning, operational requirements, exercises, and to maintain a M&S environment in which capability developers can identify effective tools and methods.
-Knowledge of design and operation of EP networks and nodes including SCADA, substations, transformers, transmission and distribution lines, power plants, and protection systems. Experience in a power plant is highly desirable.
-Ability to effectively communicate technical information in writing and verbally to a wide-array of customers, peers, lay-persons, and senior level officials within the DoW and other government entities.
-Ability to work as part of and/or lead multi-disciplinary analysis teams, performing the full range of project management responsibilities as required.
-Develops plans of action to include concept development, M&S environment updates and expansion, deliverable timelines, milestone schedules, solution assessments, and funding recommendations.
-Contributes to the development and documenting of new or improved EP/SCADA concepts, techniques, methods of analysis or processes.
-Provides accurate, technical expertise and guidance to other analysts, scientists, engineers, managers, contractors, and other collaborative partners as required.
-Develops innovative and useful approaches for improving or expanding EP/SCADA methodologies, models, products and services, including technically advancing the rigor of products using new analytic methods and structured problem-solving techniques.
-Ability to build diverse, effective collaborative networks and alliances with key peers and stakeholders across the Operations and Intelligence Communities to create integrated high value targeting products.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
