Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Without direct supervision, performs the installation, modification, testing, maintenance and repair various electrical equipment and systems.

Duties

  • Installs, repairs, and maintains facility-wide LAN wiring, telephone wiring, and installation and termination of fiber optic cable and associated hardware.
  • Participates in a callback emergency service program by being available during designated periods of time to answer trouble calls on nights, weekends, and holidays, working to restore normal operation with a minimum of delay.
  • Tests and repairs lock operations support equipment such as secondary distribution switchboards sump pump systems, dewatering pump systems
  • Duties include high voltage cable splicing.
  • Responsible for planning, laying out, installing, modifying, repairing, and loading and testing systems, circuits and equipment.
  • Utilizes a wide variety of hand tools such as hammers, screwdrivers, electric drills and saws, soldering irons, wire cutters and strippers.
  • Responsible for repairing, maintaining and overhauling the turbines and related electrical systems at the powerhouse, which involves high voltages.
  • Installation, repair and maintenance of the installation telephone system.

  • Must possess Certification of a Licensed Journeyman or Master Electrician.
  • This position is covered by the Civilian Drug Testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Must recognize and distinguish between all base colors and shades of colors used for color coding multiconductor power, control and telephone cables.
  • This position requires a pre-employment physical exam due to the physical requirement of the position.
  • This position requires the incumbent to lift and carry materials weighing 50 pounds or more.
  • This position requires incumbent to wear safety equipment and/or use personal protective equipment (PPE) when needed.
  • Maintain a valid State driver’s license.
  • Obtain and maintain a forklift license.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ELECTRICIAN ~ without more than normal supervision. Perform common electrical duties related to installing, repairing, modifying, troubleshooting, loading, and testing new and existing electrical lines, circuits, systems, fixtures and controls. Duties also included abilities to diagnose, modify, overhaul, repair, and maintain a variety of electrical devices, equipment, and components - Failure to meet this Screen Out Element will result in an ineligible rating.
  • PHYSICAL EFFORT: Incumbent is required to work from ladder, scaffolding on power poles 30 feet high while hanging from a belt, and in tunnels and passageways located 100 feet below the floor of the locks when there is danger of flooding and falling. This requires the climbing of permanently installed vertical ladders, and the incumbent must stand, bend, kneel, climb and work in tiring and uncomfortable positions. Occasionally lifts and carries items that weigh over 50 pounds. Dexterity is required. Must be able to recognize and distinguish between all base colors and shades of colors used for color coding multiconductor power, control and telephone cables.
  • WORKING CONDITIONS: Work is performed both indoors and outdoors and may be dirty, dusty, and greasy and in work areas that are noisy and hot. Is required to traverse wiring shafts and to contend with snow, ice and slippery conditions. Is subject to danger of electric shock of up to13,800 volts when engaged in installation and repair operations and frequently exposed to the possibility of cuts and bruises. Works around large rotating machinery.
