SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: retrieving and using data to respond to a variety of customer, program review, and vendor inquiries; conducts analytical research and briefs leadership; Conducting on-the-job training for new personnel in all phases of assigned work while providing instructions on specific tasks and job techniques. EDUCATION: Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation by having completed less than the full amount of specialized experience described in the job opportunity announcement and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree.
IDEAL CANDIDATE STATEMENT:
The ideal candidate would possess knowledge of specific requirements of staff-level instruments such as point papers, staff summary sheets, briefings, etc. Previous experience in MAJCOM/Air Staff, or other staff positions is highly desirable.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD and DAF directives and policy governing supply regulations, procedures, instructions, and supply purchasing including small purchase program requirements.
2. Knowledge of DoD and DAF directives and policy governing contract service procurement and contract execution management.
3. Knowledge of DoD, Joint, and DAF directives and policy governing defense travel regulations, procedures, instructions, and requirements.
4. Ability to plan, organize, communicate, advocate, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures
5. Ability to communicate complex issues effectively, both orally and in writing; negotiate and work through complex issues; and maintain positive and professional working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
