Duties
As an EMERGENCY MANAGEMENT SPECIALIST, GS-0089-11, you will develop, coordinate, obtain approval, and publish plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Establish wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provide comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance. Conduct wing EM assessments; interprets and analyzes assessment results. Conduct initial and recurring training programs for EM functional areas. Serve as Emergency Operations Center Manager under the direction of the EOC Director. Collaborate with on and off-base units and agencies on specific wing EM programs, policies, and procedures.

GENERAL EXPERIENCE: Applicant must have a validated understanding of the basic principles and concepts in the administration of installation emergency management programs. Experience, education or training involving the preparation, planning, training, education, and equipping of personnel and installation leaders on ways to prepare for, prevent, respond to, maintain mission capability and recover from threat events including major accidents, natural disasters, weapons of mass destruction and wartime chemical, biological, radiological, nuclear and high-yield explosive (CBRNE) attacks.
SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience in developing, reviewing, coordinating and executing the National Guard installation 's Emergency Management (EM) program plan in support of DoD, Joint Service, Army, Air Force, federal government, state, and county plans in the areas of prevention, protection, mitigation, response, and recovery. Experience in developing, managing and executing the installation EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Education
