This is a Title 32 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. This vacancy priority is those who are current military members of the Utah Air National Guard. TEMP-INDEF may be terminated in accordance with regulatory guidance, with the possibility to convert to permanent tenure at a future date without further competition.

Duties

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Assists in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2).
  • Reviews existing plans to ensures EM planning and response actions are included in the Anti-Terrorism Force Protections(AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and CBRN Control Center checklists in accordance with Occupational Safety and Health Administration (OSHA) directives, National Response Framework (NRF) organization, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS).
  • Assists in conducting initial/recurring training for functional areas of EM.
  • Records and maintains documentation of training in electronic and/or automated system(s).
  • Assists with analyzing course content to tailor training programs to meet local requirements.
  • Helps to develop RED HORSE EM and flight in-house training schedule.
  • Participates in the assignment of instructors and in-housetraining topic based on skill level as directed by flight leadership.
  • Maintains Emergency Management response equipment, training resources, and supply inventories.
  • Establishes and maintains flight property, Technical Order System, and Air Force Metrology and Calibration (AFMETCAL) accounts.
  • Maintains inventory of home station response and deployable equipment and supplies and ensures all accountable/controlled property is secured.
  • Ensures inventory of equipment is captured in Automated Civil Engineer System (ACES) database and provides status updates as directed.
  • Collaborates with on and off-base units and agencies, on EM programs, policies, and procedures.
  • Serves as the RED HORSE emergency management liaison with outside agencies at the local, county, and tribal level during emergencies.
  • Assists in performing unit staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures. Provides findings of staff assistance visits to flight leadership.
  • Serves as a CBRN Response team member. Executes established plans and procedures for emergency response actions.
  • Performs hazard and risk assessment and conducts incident analysis.
  • Works with other hazardous material responders, i.e., fire department and bio-environmental engineering, to identify materials involved and specific hazards released; analyze surrounding conditions; predict behavior of a specific material and/or container and recommend appropriate actions to the incident commander.
  • Employs hazardous materials identification procedures and equipment.
  • Evaluates the effectiveness of the situation response and recommends potential alternatives or supplementary actions.
  • Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.   • Position is required to maintain classified documents; therefore, requires a security clearance.
  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)"coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107).
  • Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

BASIC QUALICATIONS:

SPECIALIZED EXPERIENCE:

Have at least 1 year experience at the GS-0089-07? (Must submit SF 50 to verify claim)
OR
Have experience that provide the KSAs need for the position:

  • That involves applying principles, concepts, and methods of emergency management operations sufficient to design projects having applicable precedents where well-established occupational methods, techniques, processes and precedents can be utilized.
  • Knowledge of and skill in applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations for the ANG Aviation Wing and supported units.
  • Knowledge of a variety of emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.
  • Knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, local governments and non-governmental organizations or the private sector, and their response mechanisms and authorities.

Substitution for specialized experience:

Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
