THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-0089-09 EMERGENCY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D2224P01 in FAC 44T000 and is part of the MO 131st Bomb Wing.

APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

WHO MAY APPLY: All qualified Missouri traditional guard members and those eligible for enlistment, appointment or transfer into the Missouri Air National Guard.

Duties

Assists in the development and coordination of plans and procedures for implementation and execution of the RED HORSE Emergency Management Plan (IEMP 10-2).
Assists in the development of adequate disaster preparedness measures to minimize the effects of natural disasters and/or major accidents and incidents.
Conducts annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA).
Analyzes and identifies EM capabilities and any shortfalls and/or limitations. Maintains applicable EOC quick reaction checklists (QRCs) in support of the IEMP 10-2.
Assists in conducting initial/recurring training for functional areas of EM.
Records and maintains documentation of training in electronic and/or automated system(s).
Assists with analyzing course content to tailor training programs to meet local requirements.
Helps to develop RED HORSE EM and flight in-house training schedule.
Maintains Emergency Management response equipment, training resources, and supply inventories.
Establishes and maintains flight property, Technical Order System, and Air Force Metrology and Calibration (AFMETCAL) accounts.
Maintains inventory of home station response and deployable equipment and supplies and ensures all accountable/controlled property is secured.
Collaborates with on and off-base units and agencies, on EM programs, policies, and procedures.
Serves as the RED HORSE emergency management liaison with outside agencies at the local, county, and tribal level during emergencies.
Assists in performing unit staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures.
Serves as a CBRN Response team member.
Operates and maintains a Mobile Emergency Operation Center (MEOC) and associated internal/external equipment during training, exercises, and emergency situations.
Performs other duties as assigned.

Conditions of Employment

Management has the right to convert this position to permanent status without re-advertising.
Employment can be terminated with a 30 day notice.
In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate must be AFSC qualified within 12 months from date of appointment.

Maximum Military Grade: MSgt (E-7)

Minimum Military Grade: A1C (E-3)

GENERAL EXPERIENCE: Must possess a minimum of one year on-the-job experience in the grade immediately below the next higher level; and a validated understanding of the basic principles and concepts of the occupational series and grade.

GS-09 SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training in preparing and briefing emergency management plans. Ability to speak distinctly. Knowledgeable in personnel activations and deployments. Knowledge of readiness status reports. Competent in writing, designing, formatting, publishing, and presenting specific EM program assigned work to peers and immediate supervisors at workshops or special committee meetings. Knowledge is mandatory in the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. Working experiences and skills in developing, managing, and executing the EM programs that ensured all military, civilian and contract personnel were trained and equipped to support home station and worldwide contingency operations. Knowledge is mandatory of the characteristics and effects of peacetime WMD and wartime conventional and CBRN weapons; detection and identification of CBRN contamination; threat analysis; passive defense measures; principles of contamination control; related technical information, policies, procedures, techniques, and equipment; and EM and contingency planning, training, operations, equipment supply procedures, directives, and policies. May have practical experience in a supervisory or management position in a government related public safety field or equivalent private industry position. The work requires knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, Tribal, and local governments, non-governmental organizations (NGOs), and the private sector, and their response mechanisms and authorities.

Education

Must possess a High School Diploma and successful completed courses in algebra, biology, physics, chemistry, typing/keyboarding, computer operations, English grammar and composition, speech, and general science and possess college academic courses in an accredited business, civilian or military technical school, junior college, college or university in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations.
