Summary

You will serve as an EMERGENCY RESPONSE DISPATCHER in the EMERGENCY MANAGEMENT DEPARTMENT of NAVSUPPACT NAPLES Italy.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Duties

  • You will receive emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout the installation.
  • You will determine the response agency and services to be rendered based on the nature of the emergency in accordance with established protocols.
  • You will obtain the essential information from the computer aided dispatch system or caller to dispatch correct emergency response units.
  • You will make immediate decisions during emergency situations regarding the deployment of personnel and/or equipment.
  • You will operate a variety of communication equipment such as: Computer Aided Dispatch (CAD), emergency radios, Enhanced-911 (E911), Emergency Land Mobile Radio (ELMR), Telecommunication Devices for the Deaf (TDD) and/or other specialized equipment.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be certified in accordance with national standards and established protocols to preform EMD services to callers with medical emergencies.
  • Incumbent must have ability to pass the Emergency Medical Services and Dispatching and Telecommunicator certification within one year from date of hire.
  • Incumbent is required to be certified as a Telecommunicator I and II, level II operator, and certified in Criteria Based Dispatch.
  • Incumbent is required to have successfully completed Emergency Medial Dispatch Trainer course, NESCOM Course 3474 and all other trainings as assigned.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the (GS-06) or pay band in the federal service or equivalent experience in the private or public sector.

Specialized experience may include:

1) Using various equipment such as Computer Aided Dispatch (CAD) Systems, Enhanced 911 telephone systems, fire and security alarm systems to dispatch necessary personnel and equipment.
2) Obtaining accurate and detailed information during stressful situations to determine required resources needed.
3) Recording pertinent emergency data, events and logs using necessary computer and office equipment.
4) Receiving and processing incoming fire alarms, emergency and non-emergency calls for fire, medical and police assistance.

Must be certified in accordance with national standards and established protocols to perform EMD services to callers with medical emergencies.

Incumbent must have the ability to pass the emergency medical Services and dispatching and Telecommunicator certification within one year from date of hire.

Incumbent is required to be certified as a Telecommunicator I and II, level II operator, and certified in Criteria Based dispatch. Incumbent is required to have successfully completed Emergency Medical Dispatch Trainer course, NESCOM Course 3474 and all other training as assigned.

Incumbent is required to successfully complete the LDC Training Program to include classroom and On-The-Job Training (OJT)

Incumbent is categorized as emergency essential, (Category 5 in accordance with CNIC 3440.17), and as such may be ordered to report to duty for extended periods under emergency conditions.

Must be able to obtain and maintain a secret security clearance (Non-Critical Sensitive).

Physical Demands:
The work is mainly sedentary. Walking, standing and stooping may occur in performing duties of the position.

Incumbent must be able to read information on computer screens. Incumbent must have color vision adequate to distinguish between green, red, and yellow lights on alarm and equipment control panels and to read information from a multi-colored computer screen.

Incumbent must be able to write and speak English clearly and distinctly so that they are easily undertood over the telephone and radio and documentation is easily readable.

Incumbent must be able to clearly hear conversations over the phone and radio regardless of the age or sex of the caller and to distinguish between different audible alarm tones used in dispatch. Incumbent may use hearing correction devices to augment their natural hearing in order to meet the requirements listed.

Although the physical activity of this job is that of an office environment, the emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequence of the decision the incumbent is required to make, categorize this position as one of the high mental and emotional stress.

Work Environment:
Incumbent's normal work site is within a Local dispatch Center (LDC) facility. The communications facility is a climate-controlled room. employees work at consoles equipped with CAD, multiple channel radios, 911 telephone system, computers and other electronic equipment.

During emergencies, employees may be required to work long periods without breaks.

To ensure employee safety and health regions must maintain personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personal protective equipment, and medical surveillance. As part of the medical surveillance programs the incumbent will be required to take medical examinations to assess his/her medical qualifications for duty involving work with the high level of stress inherent in this job.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
