Duties

Computes, collects, and summarizes statistical data in chart and narrative form frequently requiring the use of Excel software.  Maintains files.

Gathers information from a wide variety of sources, to include PeopleSoft Human Resources Information System, to determine entitlement to medical, dental, life insurance, Flexible Spending Account, group retirement, and the 401(k) plan for employees and retirees. Verifies employee eligibility for the various Human Resources programs.  Verifies and processes personnel/payroll information for data entry from Nonappropriated Fund Instrumentalities (NAFI) whose payroll is not processed through the automated payroll system.  

Process death claims for life insurance.

Calculates actual retirements and continuation of insurance for retirees, when applicable.  Process pension payroll monthly. Completes all administrative requirements for post pension payroll process. Computes retirement annuity estimates.  Processes cash refunds from the retirement plan.  Processes /validates retiree annuity reduction and applicable correspondences.

Compute and processes deferred annuities.  Calculates all eligible requests to buy back prior NAFI service for retirement purposes when applicable.

Computes and processes NAF and Appropriated Fund (APF) pension plan military service credit retirement buy backs.

Computes and processes bi-weekly retirement plan and 401(k) deposits.  Performs support work to assist with development of the annual budget process as needed.  Processes and audits all medical secondary payer claims for medical cliental.

Maintains all records pertaining to enrollment in any and all medical, dental, life insurance, retirement, long-term care and 401 (k) plans.  Computes and processes monthly HMO, Standard Medical/Dental/Life Insurance bills, and prepares invoices as required.

Computes bi-weekly/ monthly insurance rates for all plans for employees and employers.

Provides individual and group training on the above areas to field command representatives as required.

Provides back up and/or assistance for any of the above duties.  Checks and reviews information provided to personnel offices at field commands for accuracy and completeness.  

Composes correspondence in compliance with the Naval Correspondence Manual using proper punctuation, capitalization, spelling, and grammar.

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

This is a white-collar position where occasional lifting up to 20 lbs. may be required.

EVALUATIONS:

Qualifications

Bachelor's Degree in a related field appropriate to work of the position, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR three years of experience in gathering information from a wide variety of sources to determine entitlement and eligibility to employee benefits such as:  medical, dental, life insurance, group retirement, and 401(k) plans for employees and retirees.  Skill to validate claims payments for medical, dental and life insurance and verify and process personnel/payroll information for data entry.

Broad knowledge of pension 401 (k), insurance, accounting, and data processing principles and procedures.  Working knowledge of procedures, regulations, precedents, and instructions related to employee benefits.  Working knowledge of and skill to use Microsoft applications to include, but not limited to: Word, PowerPoint, Outlook, and Excel. Working knowledge of PeopleSoft (version 9.2)- to include PeopleSoft pension. Knowledge of Naval Correspondence policies and procedures.  

Ability to communicate effectively to a wide variety of audiences.  Education above high school in a related field may be substituted for experience.
