ENGINEERING EQUIPMENT OPERATOR

Clarification from the agency

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoW Workforce to recruit and appoint qualified candidates to positions in the competitive service.

• Operate a construction-grade tractor for both new construction and repairs to existing systems.
• Maintain and repair hydraulic gates, hoists, hangers, elevators, sump pumps, water system pumps, chlorinates and stand-by generators.
• Inspect circuit breakers and fuses for proper condition. Repair light switches, outlets and fixtures.
• Weld steel and aluminum components using a variety of welding processes.
• Collect humidity, temperature and wind velocity readings from weather instrument, make gage readings pertaining to water storage, and perform related calculations.
• Check dam equipment gages and indicators for accuracy and, if in error, makes necessary adjustments.

Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
• The incumbent must obtain a Corps of Engineers boat operator's license.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
• This position is subject to a pre-employment drug screening, and random testing thereafter.
• The incumbent must have the ability to work nights, weekends and/or 24-hour shifts depending on the needs of the project.
• Must obtain commercial class A state driver's license within 12 months. You will then become subject to random and reasonable suspicion alcohol testing.

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ENGINEERING EQUIPMENT OPERATOR ~ without more than normal supervision. Perform common Engineering Equipment Operator duties. Operate and maintain heavy equipment to include: bulldozers, loaders, dump trucks, excavators, backhoes, etc. Interpret an operator manual to determine maintenance requirements. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.

• Work is completed in tiring and uncomfortable positions for long periods of time. Requires frequent walking, standing, bending, reaching, climbing, crouching and straining in awkward positions. Heavy physical effort is used to reach, pull, push, turn, and move requiring coordination of hands, arms, feet, and legs to operate controls for all types of equipment.
• Work is performed inside and outside in all types of weather (e.g., hot, cold, wind, rain, etc.). Employee is exposed to a variety of pests and insects with the possibility of bites. Employee is subject to unpleasant odors, blowing dust, high noise levels and vibrations. Employee is subject to overturning equipment, electric shocks, strain from lifting, broken bones, cuts, bruises and falls from ladders. Work is sometimes in close quarters and near moving machinery and occasionally in high traffic areas. Required to operate vehicles in all types of traffic and weather on public roads, being exposed to the danger of serious accidents.
