Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions at GS-4 or equivalent and above):
Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-07 or equivalent in other pay systems. Specialized experience is described as assessing assets, identifying requirements and performance trends, effectively planning, programing, and budgeting resources and processes necessary for optimal life-cycle operation of the portfolio using a risk-based approach; Planning, forecasting, and advocating for resources; Managing preventative maintenance program in appropriate approved IT program; Integrating and synchronizing contract project development, review, construction, ad warranty management pertaining to respective portfolio. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: ???????Successfully completed two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.
- Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers.
- ??Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.
- Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations.
- ??????Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions.
- Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
