Summary

This is a developmental position with known promotion potential to the target position of 4L9GM02 (Engineering Technician, GS-0802-11). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office for promotion. (Continued in Duties)

Duties

Continued from Summary: The primary purpose of this position is to ensure optimal resource decisions are made and executed across civil engineer activities and ensure data and information from all shops are applied to the applicable Asset Management Plan (AMP) and other investment and execution plans. Utilize proactive data and information from Sustainment Management Systems to conduct performance analysis, risk-based sustainment decision making, resource optimization, and life-cycle requirements planning. Additionally, serve as an interface with customers to collect and validate user requirements. Perform Preventive Maintenance analysis and planning; corrective maintenance analysis and planning; and provide support to the Engineering Flight (CEN) on cradle-to-grave project execution within a Civil Engineer Squadron at an installation.

Duties/Responsibilities:

  • Manages and executes Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) for entire installation.
  • Integrates and synchronizes Operations Flight work force for Sustainment Management Systems (SMS) data standards, collection, and analysis.
  • Integrates and synchronizes Operations Flight work force for preventive maintenance (PM).
  • Integrates and synchronizes Operations Flight contract project development, review, construction, and integration, and warranty management pertaining to respective portfolio.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes skills of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; skills of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; experience of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management; Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

GS-09 LEVEL: Two full years of graduate education or a master's degree meets the requirements for GS-09. NOTE: You must submit a copy of Transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION GS-09 LEVEL:
A combination of education and experience may be used to qualify for the GS-09 level as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience include experience of, and skill in carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Engineering; experience in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking and coordinating the execution of work requirements; and performing quality assurance and data analysis in support of maintenance and repair optimization activities; experience of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services; experience of safety and security principles for government facilities and organizations and the ability to apply safety, security, and environmental standards, regulations and requirements; experience of basic facility programming; governing documents such as AFIs, DoDIs and UFCs; work classification and prioritization; Civil Engineering organization and hierarchy; and Civil Engineering policies, procedures, playbooks, and guidebooks.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-09 & 10 Level

1. Knowledge of basic principles of the classified titled or related field.

2. Skill in communicating factual and procedural information clearly, orally and in writing.

3. Ability to learn basic techniques of the classified title.

4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

5. Ability to plan and organize work and consult effectively with co-workers.

GS-11 Level

1. Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.

2. Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers.

3. Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.

4. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations.

5. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions.

6. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
