Summary

The primary purpose of this position is to define, develop, manage, and functionally supervise the recurring service contract program for a variety of service contracts for maintenance, repair and upgrade projects in support of the civil engineering functions.

Duties

  • Provides technical engineering support by evaluating the need and acquisition of service contracts for Civil Engineering.
  • Coordinates with engineers in a variety of disciplines to develop various complex service contracts; creates training program to ensure QAE's and section personnel assigned to monitor Civil Engineering service contracts are competently trained and understand their duties and responsibilities.
  • Works with Contracting Officer, budget personnel to gain approval for changes to existing Civil Engineering contracts.
  • Applies technical engineering knowledge to perform oversight of assigned Civil Engineer contracts.
  • Provides engineering economic analyses for unfunded requirements and forecasts for future year budgets for the Resource Advisor.

  • May be required to serve on A and E selection boards or construction contract source selection boards.

  • "IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. (Continued)
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release."
  • May be required to work overtime on an unscheduled or emergency basis.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-08), level, pay band (NJ-02), or equivalent in other pay systems. Examples of specialized experience includes analyzing new requirements, including review of new construction as-built drawings, determines validity, and approves new requirements. Determines need for new contract or whether work should be incorporated in existing contract. Provides management with technical information, cost data, recommendations for contract cuts and briefing papers on the recurring service contract program. Provides oversight of contractors work to ensure they maintain compliance to the PWS and work is conducted IAW checklist, and operations standards for all systems being monitored. Performs market research and analysis and develops the Service Delivery Summary (SDS) and Quality Assurance Surveillance Plan (QASP) evaluation criteria to measure contractor performance.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of contract administration principles, procedures and practices required to manage complex service; ability to operate a microcomputer and associated word processing, spreadsheet and management information software.

2. Skill in writing technical specifications and quality standards; ability to communicate effectively both orally and in writing and to develop interpersonal relationships with numerous professional personnel.

3. Ability to read and interpret technical contract specifications and engineering and architectural drawings. Ability to research, analyze, interpret and apply rules, regulations and procedures to a variety of situations.

4. Knowledge of quality assurance evaluation program and standard inspection methods and procedures.

5. Knowledge of standard trades and crafts methods and techniques, materials and equipment used in civil engineering maintenance and repair operations for assigned areas of specialization.

6. Knowledge of budget requirements and ability to prepare current cost and long range budget projections. Knowledge of safety and security regulations, practices, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
