Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Developing, analyzing and reviewing construction schedules using current scheduling software technologies, conducting analysis, and reviews.

GS-09 through GS-11 are developmental grades which leads to the full performance level of GS-12. Further details in Additional Information.

Duties

  • Will observe, document, and ensure construction activities are performed in compliance with stated requirements and criteria during the various stages of construction.
  • Resolve both scheduling and construction issues on a wide variety of large, complex projects.
  • Site visits to ensure scheduling and potential difficulties are identified, documented, and resolved quickly.
  • Utilizes state-of-the-art software tools in the analysis of project schedule including coordination and integration for the construction of multiple projects within close proximities.
  • Evaluate design and construction performance with respect to schedule.
  • Performs claims analysis and prepares official Findings of Fact, estimation/cost analysis, and schedule analysis using the latest scheduling software.
  • Provides construction scheduling training to staff elements and field personnel throughout the San Francisco District as needed.
  • GS-09 through GS-11: Performs journeyman level work similar to GS-12 that are more complex.

Specialized Experience GS-09: One year of specialized experience which includes preparing and reviewing reports to identify delays with contractor's construction schedules. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Specialized Experience GS-10: One year of specialized experience which includes preparing and reviewing reports to identify delays with contractor's construction schedules and participates with recommending solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience GS-11: One year of specialized experience which includes preparing, reviewing, and evaluating reports to identify delays with contractor's construction schedules, recommends solutions, and assist with preparing cost estimates on construction projects with scheduling software system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Specialized Experience GS-12: One year of specialized experience which includes preparing, reviewing, and evaluating contractor's construction schedules and time impact analysis (TIA), advises on solutions, and performs cost estimates on construction projects with scheduling software system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

  • Salary Range GS-09: $74,642 - $97,034 per annum.
  • Salary Range GS-10: $82,197 - $106,853 per annum.
  • Salary Range GS-11: $90,310 - $117,400 per annum.
  • Salary Range GS-12: $108,245-$140,713 per annum.
  • This is a developmental position. The duties of this position lead to the full performance level of GS-0802-12.
  • Incumbent may be appointed to either the GS-09, GS-10, GS-11, or GS-12 (depending on qualifications).
  • You may be non-competitively promoted to the next grade level of the position upon -
  1. meeting all regulatory requirements,
  2. certification by the supervisor of successful performance,
  3. completion of all training requirements, and
  4. the availability of work at the next higher grade level.
  5. promotion is not automatic.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
