Summary

About the Position: You will perform contract change orders and claim evaluation work. Work requires knowledge of the construction, operation and limitation of engineering systems, structures, materials and devices.

Duties

  • Prepare design revisions to plans, specifications and cost estimates. Independently evaluates those prepared by others (i.e., A-Rs, project engineers, mechanical/electrical specialists, suppliers solutions).
  • Change orders assigned are for a variety of projects requiring considerable adaptation of precedents or designs of features for which precedents are not directly applicable.
  • Collect data needed to determine design direction considering such aspects as user satisfaction, functional feasibility, impact on contractors resources and operations, and assuring costs are kept to a minimum while still achieving objectives.
  • Act as "project manager" for the change order, responsible for evaluating its design feasibility and cost effectiveness; conducting coordination with project personnel.
  • Negotiate differences in scope, direction of change, and costs of labor, materials, equipment, overhead, etc., at issue with the contractor.
  • Review contractors proposals and/or user requests for additions, deletions, modifications, or other contract changes.
  • Prepare construction cost estimates, computing quantity take-offs and estimates of work involved in the various features of the work being modified.
  • Prepare documentation of contract modifications and negotiations, assuring that content, form, and procedures are in accordance with District policy.
  • Conduct analyses of construction contract claims involving disputes on contract interpretations, government-caused delays, differing site conditions, constructive suspension, acceleration, and other impact and labor-inefficiency claims.
  • At the GS-09 grade level, the duties are developmental in nature leading to the full performance level of GS-0802-11. The duties are described at the GS-11 level

GS-11 One year of specialized experience which includes providing contract administration for construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

GS-10 One year of specialized experience which includes conducting contract negotiations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

GS-09 One year of specialized experience which includes preparing Quality Assurance (QA) and safety reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
