Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This position is for a EQUAL EMPLOYMENT MANAGER (T32), PD# D1717P01 and is part of the RI Joint Force Headquarters. This position is to provide guidance and advice to the Adjutant General, senior commanders and managers on statutory requirements relating to the EEO program. This is the POC with the NGB's Office of Equal Opportunity Compliance and the local district office of the Equal Employment Opportunity Commission.

Duties

Serves as principal advisor to the Adjutant General and manages the Equal Employment Opportunity programs to include Special Emphasis Programs, the Affirmative Employment Plan, Alternate Dispute Resolution, and Complaints Processing System for the Army and Air National Guard population of the state. Studies and analyzes employment laws, regulations and policies from National Guard Bureau Headquarters to formulate and implement the state's EEO program.

Prepares and coordinates the implementation of the State Affirmative Employment Plan. Devises methods for monitoring progress of minorities, women, those employees with disabilities, and personally monitors or coordinates the work of others in monitoring actions. Together with the J1, (Director of Manpower & Personnel) formulates policies designed to prohibit discrimination due to race, color, religion, sex, national origin, age and disability.

Reviews Human Resources policies and programs to determine barriers, if any; advises the Adjutant General relative to their impact on National Guard policy to overcome under representation of minorities and women; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer. Develops and conducts equal employment opportunity training for new hires and supervisors. Participates in the development and administration of the state's upward mobility program.

Conducts meetings both on and off the National Guard installation with community outreach organizations in the interest of improving equal employment opportunity initiatives and relationships.

In conjunction with the State HR/EO and MEO Officers, coordinates and assists in the development of ARNG EO and ANG MEO military programs and affirmative action plans. Performs necessary planning, coordination and follow-up actions in support of these programs and plans.

Counsels employees and applicants who believe they have been discriminated against; insures the timely, fair and impartial consideration and disposition of complaints; maintains and secures all documents pertinent to informal and formal complaints. Coordinates formal hearings when requested by the complainant. Make recommendations to the Adjutant General on resolution of complaints. Selects Special Emphasis Program Managers and EEO Counselors, and oversees their collateral work assignments. Supervises a full-time Equal Employment Specialist as required. Monitors state's Military EO complaints processing system on behalf of the Adjutant General.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a military assignment in the Rhode Island National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Incumbent must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Military Requirements: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.


GENERAL EXPERIENCE: Administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports.


SPECIALIZED EXPERIENCE: Must have 1 year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience, education or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Equal Employment Opportunity to the unique organizational, management, and mission requirements. Experience assisting in the development of Equal Employment Opportunity policies and procedures. Experience advising management on Equal Employment Opportunity principles and practices.
