This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Broad and substantial knowledge of analytical principles, geophysical and nuclear materials sensor and collection systems and associated techniques; PC and UNIX-based subsystems, communication networks/platforms and enterprise technology. A combination of significant experience (> 10 years).
- Demonstrated skill aligning and achieving objectives tied to higher organizational goals. Extensive theoretical and practical knowledge of operations methodologies, capabilities and limitations of integrated seismic/hydroacoustic/infrasonic systems, and ground-based sampling systems.
- Expert knowledge of troubleshooting techniques in order to develop methods and procedures to perform consistent failure evaluation, root cause analysis and testing of state-of-the-art, integrated electronic systems. Skill in applying troubleshooting techniques to understand and predict progressive effects of malfunctions throughout interrelated units, so as to diagnose, test, repair, and calibrate equipment in the systems.
- Proven leadership skills indicating knowledge of techniques for achieving meaningful maintenance outcomes and developing strategies for maintenance improvement/efficiencies. Demonstrated ability to lead, motivate and manage people towards common objectives.
- Ability to communicate effectively, both orally and in writing.
- Ability to manage small staff and carry out all phases of personnel management responsibilities.
CONDITIONS OF EMPLOYMENT CONTINUED:
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The position is a key position. The duty of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDI 1200.07, Screening the Ready Reserve).
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW DODI 3020.42, Defense Continuity Plan Development.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
