In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR and Professional and Scientific Positions.

- Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Evaluation of Experience: Some positions appropriately classifiable in this series involve work in connection with grants or similar funding activities to further educational progress. For such positions, experience gained in an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes manage and direct the effective implementation of English as a Second Language (ESL), English as a Foreign Language (EFL), English for Specific Purposes (ESP), and English for Academic Purposes (EAP) curriculum. Primary purpose is to serve as an ESL Specialist (Duty Title: Senior Curriculum Developer) in the Curriculum Branch of the Academics Division at the Defense Language Institute English Language Center (DLIELC); to direct team-based projects that develop DLIELC English language curriculum for International Military Students (IMS) scheduled for training as part of Security Assistance (SA) conducted by the Defense Security Cooperation Agency (DSCA); to manage curriculum programs developed by DLIELC and issue guidance on tailoring programs when appropriate.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of the fields of ESL/EFL/ESP/EAP and the principles of SLA.
- Knowledge of language assessment measures and their developmental procedures, administration, and related policies.
- Knowledge of the principles and methods of curriculum development and instructional design.
- Skill in determining the layout of text, templates, and graphics through the use of DTP software and/or multimedia production tools.
- Ability to communicate and interact effectively both orally and in writing with all levels of personnel within and outside the organization, including across multinational forums.
- Ability to organize and direct a curriculum development team to complete a specific project.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
