Duties
- Responsible for managing the end-to-end processes for incorporating PR into joint and combined exercises. Leads efforts to predict, develop, and incorporate PR exercise requirements, training objectives, and performance measurement plans within joint training systems for integration and transparency across the Chairman's Exercise Program and Service-level training organizations.
- Provide Joint PR Education and Training for DoD, Interagency, and Multinational partners: Educator in the disciplines of PR through in-residence courses, Mobile Training Team (MTT) engagements, and exercise support tailored for Joint Headquarters and Joint Task Force leaders and staff personnel who manage, coordinate, and control PR functions and actions across the range of military operations.
- Provides PR planning, operational support, expertise, and other assistance, as requested, to DoD Components, the Interagency, and Multinational partners to facilitate PR Preparation, Planning, Execution, and Adaptation.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in Joint and Service-specific doctrine, plans, policies, and procedures that govern the establishment and maintenance of operational PR programs throughout the DoD. The incumbent provides knowledge within the field of joint education and training to present developments regarding new methods, approaches, and procedures that address conflicting and/or competing requirements typical of continuously changing and evolving programs; and thorough knowledge of the Chairman's Joint Training System and readiness reporting processes, policies, procedures, and applicable Joint Readiness information management systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the mission, roles, functions, organizational structure, and operations of DoD, Joint Staff, CCMDs, Services, and some non-DoD agencies to provide staff level guidance on PR programs and plans; and of all military services, Interagency, and high-risk customers' policies, procedures and requirements.
2. Knowledge of sensitive compartmented programs designed to support requested operational support and/or training; and of Instructional Systems Design methods.
3. Skill in using knowledge and experience to derive observations, best practices, new methods, lessons learned, corrective measures, and changes to doctrine or policy from root cause analysis that benefits the target audience, customer, JPRA, and/or global PR architecture.
4. Ability to interpret doctrine, plans, policies and procedures, which govern the establishment and maintenance of PR plans and technology requirements; to plan, organize, and integrate functions within a DoD agency as well as lead teams/projects with other DoD employees or contractors.
5. Ability to analyze, plan, and adjust work of others to meet requirements and objectives within available resources; and to teach, research, synthesize and apply PR concepts.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
During contingencies or war, the incumbent will be expected to perform responsibilities, possibly including but not limited to: exercises of wartime and/or contingency operations; deployment within CONUS or overseas; reporting for or staying on duty when other employees are excused; working overtime or irregular duty hours; performing frequent and lengthy TDY; and other types of employment-related duties.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
