Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following:
1) Interpreting and applying explosives safety, practices, procedures, laws, regulations and policies to carry out an explosives safety program;
2) Determining causal factors contributing to mishaps and/or hazardous working conditions and developing corrective action;
3) Inspecting facilities to determine compliance with standard operating practices and locate potential areas for mishaps;
4) Developing and/or conducting detailed explosives safety training.

- Electrical Explosives Safety for Naval Facilities AMMO-29 Classroom Four Years CBT
- Explosives Safety for Naval Facility Planning AMMO-36 Classroom Five Years Classroom
- Naval Motor Vehicle and Railcar Inspection AMMO-51 Classroom Two Years CBT
- ESO Orientation Course AMMO-74 Classroom Four Years Classroom
- Material Potentially Presenting an Explosive Hazard (MPPEH) CBT Annual
- Munitions Response Site Management CBT
- Munition Rule Training CBT Annual
- USMC Ground Mishap Classroom Investigation Course
Upon assignment, the employee must complete the training or recertification within 24 months. If employee does not satisfactorily complete or maintain recertification, employee will be subject to removal/reassignment.

Safety Requirements: The employee is responsible for accomplishing assigned work in such a manner that will ensure their own personal safety and that of co-workers. Incumbent is required to observe all safety precautions applicable to the assigned task and to immediately report unsafe conditions and equipment to the supervisor. Employee shall wear or use personal protective clothing/equipment approved by NAVOSH when needed for the safe performance of the work. Employee is required to immediately report the supervisor any accident resulting in property damage or personal injury, no matter how slight, and to report for medical treatment as soon as possible after the occurrence of an injury.
Environmental Responsibility: Work performed or supervised is in full compliance with environmental and natural resources Region requirements, DoD polices, regulatory regulations and environmental laws. Actively seek information regarding compliance requirements from the Environmental Office to ensure a full understanding of applicable requirements. Plans and coordinates work to ensure compliance. Properly manages all hazardous substances. Specifically, is aware of environmental permit regulations and ensure full compliance at all times. Accurately maintains required records, routinely inspects work area to ensure compliance and good housekeeping. Ensures subordinates receive needed training to understand and meet requirements. Reports any spills or items of potential non-compliance promptly to appropriate installation personnel (Supervisor, Fire Department or Environmental Office); assists in taking corrective actions. Actively seeks out ways to prevent pollution and reduce the amount of hazardous materials used and hazardous waste generated.
PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location.
