Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for OPM DHA STEM Positions, Cyber Security & Related Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Employee works under the general administrative supervision of the Division Chief for Force Development and Guidance Integration who oversees the division, establishes overall objectives, and provides guidance and direction.

Duties

  • Plan, manage, lead, or contribute to the accomplishment of analytic studies.
  • Conduct analysis of the dependencies of civilians on resources within the civilian environment.
  • Integrate measures to mitigate and respond to civilian harm across Department of Defense policy.
  • Evaluate the risk and cost of shifting approaches or investments, in order to advance the civilian harm mitigation and response capabilities of the future force.
  • Identify ways in which civilian harm mitigation and response capabilities and outcomes can be effectively and efficiently realized through adaptation of existing guidance.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for an Economist:

A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes planning the analysis of civilian harm mitigation surveys; evaluating guidance and regulations to identify new internal requirements; and integrating measures to respond to shifting investments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
