Job Description (Please follow all instructions carefully)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position will serve as an Electrician for the Joint Activities located at Fort Liberty, North Carolina.

Duties

  • Installing, repairing, troubleshooting, testing, and loading new and existing electrical lines, circuits, systems, and associated fixtures, and equipment.
  • Supporting the Research, Development, Testing and Evaluation (RDTE) electrical requirements.
  • Uses all types of shop and hand tools and test equipment associated with the electrical trade such as meggers, oscilloscopes, protective relay testers, multi-meters, watt meters, output, resistance to ground and other electrical characteristics.
  • Design and set-up the testing scenario, equipment and integrated electrical components to result in a successful test.
  • Determine and place distribution panels, boxes, fittings and connections and install wiring, couplings, conduit, relays, fixtures, transformers and other electrical devices including electrical service entrances.
  • Makes engineering designed modifications on collective control systems.
  • Installs, modifies, repairs, troubleshoots, loads, and tests new and existing electrical lines, circuits, systems, fixtures, controls, and equipment.
  • Performs preventive maintenance by inspecting, servicing, cleaning, and repairing both synchronous and induction electric motors ranging from fractional to 200 H.P. and A.C. or D.C. generators.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Must be able to lift and carry items up to 75 pounds.
  • Required to do standing, stooping, and bending, walking up and down stairs, crawling under building and false floor systems and climbing of ladders and scaffolding in excess of 100 feet.
  • Weather Essential: This position has been designated “Weather Essential”.
  • Mission Essential: This position is designated as mission essential, consistent with the criteria described in DoD instruction (DoDI) 3024.42.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

I have the ability to perform the most common taskings including repairing and ensuring the proper operation of electrical systems, components, fixtures and accessories; deciding on the types and sizes of conduit, wiring, relays, distribution panels and other electrical devices proper for the work; I am skilled in interpreting and applying building plans, blueprints, wiring diagrams and engineering drawings, and using formulas basic to the trade to figure such things as voltage and resistance; and applying safety and fire prevention practices to recognize and prevent damage and hazards.- Failure to meet this Screen out Element will result in an ineligible rating.

WG-10 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electrician ~ without more than normal supervision. I have the ability to perform the most common taskings including troubleshooting, repairing and ensuring the proper operation of electrical systems, components, fixtures and accessories; deciding on the types and sizes of conduit, wiring, relays, distribution panels and other electrical devices proper for the work, and arrange, install, and repair a variety of complete electrical systems as well as any parts of the systems; Planning, laying out and completing the installation, modification and repair of various systems, circuits, equipment and controls. I am skilled in interpreting and applying building plans, blueprints, wiring diagrams and engineering drawings, and using formulas basic to the trade to figure such things as voltage and resistance; and apply safety and fire prevention practices to recognize and prevent damage and hazards. I am considered an expert and work with a high degree of independence. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-11 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electrician ~ without more than normal supervision. I have the ability to perform the most common taskings including diagnosing problems, troubleshooting, repairing and ensuring the proper operation of electrical systems, components, fixtures and accessories; Developing rewiring layouts to meet Research, Development, Testing and Evaluation (RDTE) projects; Deciding on the types and sizes of conduit, wiring, relays, distribution panels and other electrical devices proper for the work, and arrange, install, and repair a variety of complete electrical systems as well as any parts of the systems; Planning, laying out and completing the installation, modification and repair of various systems, circuits, equipment and controls. I am skilled in interpreting and applying building plans, blueprints, wiring diagrams and engineering drawings, and using formulas basic to the trade to figure such things as voltage and resistance; and apply safety and fire prevention practices to recognize and prevent damage and hazards. I am considered an expert and work with a high degree of independence. - Failure to meet this Screen out Element will result in an ineligible rating.
  • Physical Effort: Installations and repairs require the use of ladders, scaffolding, and platforms. Some parts of systems needing repair are in hard-to-reach places. Frequent standing, stooping, bending, kneeling, stretching, climbing, and working in uncomfortable positions is required. Frequently lifts, carries, and sets up tools, equipment, and parts that weigh up to 50 pounds. Occasionally lifts items weighing more.
  • Working Conditions: Work is performed inside and outside, frequently in cramped and awkward positions or in a shop area which is usually adequately heated and ventilated. Works in rooms on concrete floors, and is exposed to the gas, ash, dust, and burns from scalding water and contact with heated systems and parts. Work is frequently dirty and greasy. Subject to variable temperatures when working in cold storage rooms and high temperatures when working on boilers. Subject to possible injuries such as cuts, bruises, burns, electric shock, falls from ladders, scaffolding and platforms, and dropping moderately heavy items, and possible respiratory disorders due to inhalation of refrigeration gasses. Frequently wears protective clothing and devices such as goggles, respirators, heavy aprons, hard hats, and gloves.
