About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. & foreign militaries to produce the most advanced, high-powered weaponry for cannon systems.

Duties

  • Passes on to the workers, instructions received from supervisor, and starts work (e.g., by assigning the immediate tasks to be performed by individual members of the group led).
  • Checks work in progress and when finished, checks for compliance with supervisors’ instructions on work sequence, procedures, methods, and deadlines.
  • Answers workers’ questions regarding procedures, policies, written instructions, and other directives (e.g., technical orders).
  • Installs, tests, and repairs overhead and underground primary electrical distribution lines, secondary lines, sub-stations, transformers, breakers, regulators, insulators, lightning arrestors, switches, fuses, and similar equipment.
  • Works on underground and overhead primary distribution systems of up to 12,470 volts.
  • Checks voltage of secondary terminals, and makes repairs to defective, loose, or corroded connections.
  • Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to determine fixture and equipment type/size, balance the load, and ensure safe operating of electrical circuits and systems.

  • This position requires completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health, ability or fitness to perform the duties of the position.
  • Must be able to obtain and maintain a Commercial Driver's License (CDL).
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations
  • This position has been designated at "Mission Essential." In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Position may require Temporary Duty (TDY) travel up to 5% of the time.

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Electrician (High Voltage) Leader without more than normal supervision. (1) Leading employees to follow supervisor's instructions to meet deadlines; (2) Utilizing technical documents such as building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to determine the proper and safe operating of electrical lines, circuits, equipment, and controls; (3) Troubleshooting distribution systems and equipment using devices such as voltmeters, ohmmeters, phase-meters, meggers, underground cable locators, and thermal imaging cameras; and (4) Operating technical test equipment such as relay rest sets, volt, amp and power factor meters, high voltage output testers, and fault-finding equipment to troubleshoot high voltage systems. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • PHYSICAL EFFORT: Moderately heavy physical effort is exerted as employee works aloft on poles, at ground level, and in ground trenches or manholes. Work requires bending, stooping, climbing, and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures.
  • WORKING CONDITIONS: Works outside most of the time, subject to extremes of weather conditions, which could result in mandatory 24 hour emergency call, and in close proximity to high voltage lines and equipment. Work requires extensive pole climbing with some work in underground facilities. Subject to death or serious injury by contact with high voltage lines, broken bones in falls from poles, strains from awkward positions, and less serious cuts and bruises when handling tools and materials. May be required to work in contaminated areas, exposed to hazardous chemicals and toxic fumes requiring the wearing of uncomfortable protective devices including respirators and impermeable rubber suits.
