Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Incumbent is responsible for the operation, maintenance, troubleshooting, repair, installation, and programming of the Industrial Computers (IPC's) and Programmable Logic Control (PLC) systems that control the operation of a major, marine navigation Lock and Dam.

Duties

  • The work requires total knowledge of the integrated system logic controls in order to troubleshoot and repair/replace various subsystems and/or individual components, which form the overall integrated electronic control system.
  • Incumbent is responsible for applying broad knowledge of electronic principles, methods, and practices in addition to other knowledge in electrical, hydraulic, optical, mechanical, and pressure/sensing subsystems.
  • In order to evaluate operational problems, tracing of output signals from these subsystems, and determining the resultant impact to the integrated PLC system.
  • These components include, but are not limited to, software programs, processors, physical and photo-electric limit switches, rotary transducers, encoders, pressure transducers, etc.
  • I/O enclosures/access points/racks and cards, low/high power supply units, and all associated fiber optic cable and wiring.
  • Monitors the operation of complex integrated subsystems, analyzes operating trends, proposes preventive maintenance down time to assure continued operating capability.
  • Recommends unit replacement or overhaul or engineering evaluation for disposal.
  • Disassembles interlocking navigation and interrelated electrical, mechanical systems, subsystems, standby and related equipment to determine extent of repairs, overhaul and/or replacement parts needed.
  • Performs diagnosis, maintenance, repair, testing, and installation of electrical equipment and systems, including highly complex equipment and systems such as the electrical inter lock system.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • A pre-employment physical is required.
  • Must possess or be able to obtain through completion of required training, a USACE Crane Certification within one year of appointment to perform crane operations, and must maintain this certification.
  • This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
  • Operation requires employee to be on call for duty 24-hours a day, 7 days a week.
  • A Mission Essential employee is required to report for, or remain at, work in emergency situations; dismissal or closure announcements do not apply unless the supervisor instructs otherwise.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Integrated Systems Mechanic without more than normal supervision. The ability to perform limited operation and maintenance of electronic and electrical control systems. Know the basics of how control systems work and the ability to troubleshoot and repair basic problems with Integrated Systems. Some experience with hydraulic and emergency power systems. - Failure to meet this Screen Out Element will result in an ineligible rating.
  • Physical Effort: Work requires frequent and extended standing, stooping, bending, kneeling and climbing on concrete structures, and working in cramped and uncomfortable positions. Often is required to climb ladders and use platforms for hard-to-reach places to make repairs and installations. Uses coordination of eyes, hands, feet, legs, and body in performing work Lifts and carries objects weighing up to 50 pounds and occasional objects weighing in excess of 50 pounds. On some assignments incumbent must climb 20 to 50 foot ladders e.g., when working on 800-ton bridge crane.
  • Working Conditions: Work is performed inside and outside, during daylight and at night, as required by emergencies, on high structures over turbulent water with strong currents, in the proximity of moving machinery and with high voltage electrical current in cramped quarters, and on scaffolds or slings as required by repairs to be made. Occasionally works behind bulkheads, or in tunnels below water level. Incumbent is subject to falls, drowning, bums, electrical shocks, injury and discomfort, exposure to moving equipment, machinery, loud noise, inclement weather, and dangerous icy conditions. Uses safety equipment such as life vest, protective car devices, hard hat hard-toe shoes, respirators, and/or protective clothing.
