Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB MRTFB to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Perform trouble analysis, final alignment of multisystem complexes, system testing/troubleshooting, measurements, integration, and inspection of various explosive, ignition, propulsive, and electronics systems.
  • Troubleshooting, system testing, and system integration of multiple complex components and, as the technical expert thoroughly analyzes results to provide recommendations for modification, test, and repair procedures.
  • Perform inspection of the assembly, disassembly, modification, repair, rework and testing of missile sections, sub-assemblies, complete systems, and subsystems.
  • Recognize deficiencies in test equipment, programming a system under test; troubleshoot performance monitoring and built in diagnostic test circuits.
  • Utilize peripheral computer controlled automated test stations to test and diagnose malfunctions in PGM systems.
  • Demonstrates multiple system performance across higher-level commands, various departments, and agencies for training and tactical field locations.
  • Trains and supports end users, to include foreign partners, as requested by programs.
  • Operate forklift (up to 28,000 lb. Capacity) for transporting a variety of missiles, all which have zero drop criteria.

  • Position is subject to Lautenberg/Domestic Violence Misdemeanor Amendment covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • TDY travel is occasionally required.
  • This position requires a pre-employment physical, and annually thereafter.
  • This position requires working outdoors in all weather conditions including seasonally hot or cold temperatures and in climate weather.
  • This position requires hazardous material training to handle hazardous waste in accordance with CFR 1910.120(p) (6 and 7) within six months after the date of appointment, and annual refresher training thereafter.
  • Incumbent is required to meet ammunition certification requirements IAW AMC-R 350-4 within one year of employment.
  • This position requires the incumbent to operate a forklift up to 28k lbs within 60 days of appointment.
  • Must obtain and maintain certification as a qualified electrical worker.
  • Must obtain, maintain, and meet LEMC formal training plan/requirements, to include military munitions rule training, for operation, inspection and maintenance of equipment and associated missiles.
  • Operators are required by Pennsylvania Department of Environmental Protection to attend and successfully pass Smoke School Opacity Training semi-annually to be certified to read Visible Emissions.
  • This position has a requirement to lift up to 50 lbs.

Term Appointment NTE - Position may be filled as a term appointment NTE 4 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.

Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.

WG-13 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Integrated Systems Mechanic ~ without more than normal supervision. Perform the full range of test equipment maintenance, trouble shooting, and repair of explosive, ignition, propulsive and electronics systems. Perform inspections, using measuring/inspection tools and following procedures, applying operational test methods of functional test equipment relating to precision guided munitions, missiles, rockets, and their components, subsystems, major systems, and their integration. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-12 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Integrated Systems Mechanic ~ without more than normal supervision. Perform test equipment maintenance, trouble shooting and repair of explosive, ignition, propulsive and electronics systems with the use of hand and power tools. Perform inspection by using measuring/inspection tools by following procedures and applying operational test methods of functional test equipment. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-11 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Integrated Systems Mechanic ~ without more than normal supervision. Disassembling, repairing, modifying, assembling various sub-assemblies and major items of weapon systems. Inspect equipment to determine equipment condition and analyzed deficiencies to determine if economically repairable. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-10 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Integrated Systems Mechanic ~ without more than normal supervision. Determining extent of repairs required on a variety of electronic equipment; 2) Troubleshooting electronic malfunctions to determine cause of failure; 3) Applying electronic theory and familiarity with electronic components to independently complete work assignments - Failure to meet this Screen out Element will result in an ineligible rating.

  • Physical Effort: Moderate physical exertion is required. There is frequent standing, bending, and working in tiring positions. Work requires lifting and carrying items (tools, equipment parts, and components) from 10 to 40 pounds (and occasionally items weighing up to 50 pounds). Work can require large amounts of walking between storage areas, processing equipment, and equipment bays. Operators are required to bend, stoop, and stand for extended periods of time to work around the equipment during operations, inspection, and troubleshooting activities. Incumbent must pass physical examination for working with and handling hazardous propellants and explosives.
  • Working Conditions: May work in an environmentally controlled area or in areas that are lighted, heated, and ventilated. Work is performed inside well lighted, climate-controlled buildings. Work is also performed outside with exposure to weather extremes. Outside work will frequently occur and will involve extreme hot and cold conditions, inclement weather, rain, dust, etc. Exposure to HAZARDS exist where probable normal mishap could result in serious burns, loss of finger joints, fractures, smashed fingers, eye injuries, hearing loss with other disabilities, and loss of life from mishaps or from premature firing or igniting devices while dropping or handling explosives, working on electrical circuits, and exposures to various chemicals related to explosives and energetics.
