Summary

As an Electronic Integrated Systems Mechanic Leader Foreman II (Protection & Communication), you will provide leadership and direction for a crew of trade and craft employees in the operation and maintenance functions of high-voltage substations, transmission lines, associated facilities and equipment.

Duties

This position is part of the WAPA (Desert Southwest Region) DSW. As an Electronic Integrated Systems Mechanic Leader (P&C Foreman II), you will provide leadership and direction for a crew of typically 5 to 11 trade and craft employees ranging in experience and expertise from entry level trainee to fully competent skilled journeymen in the operation and maintenance functions of Western Area Power Administration's (Western) high-voltage substations, transmission lines, associated facilities and equipment. The incumbent is expected to be a working member of the crew and assure that the crew's work assignments are carried out in a safe and cost-effective manner.

Develops weekly, monthly, and annual work schedules. Develops regular work plans. Based on general instructions from the supervisor, the employee works with the crew to prioritize, coordinate, and accomplish routine work for optimum safety and operations, least adverse impact on landowners, the public, other agencies, and customers whose activities or property may be involved, and fair utilization of personnel. Provides leadership to ensure that the crew has clear work assignments and understands what is expected of them.

Protection and Communication Craftsmen perform the following: Maintain, repair, modify, program, install and commission power system substation protection control, monitoring and metering equipment. Maintain, repair, install, program, and test polyphase revenue metering equipment, including electronic and microprocessor based kilowatt-hour meters, digital demand recorders, and instrument transformers. Maintain, repair, install, program, and test control equipment used in controlling substation equipment.

  • The incumbent is required to wear Personal Protective Equipment (PPE).
  • The incumbent must wear Arc Rated protective clothing when in proximity to exposed energized circuits.
  • The incumbent is subject to the random drug and alcohol testing program established by the Department of Energy.
  • The position requires a pre-appointment and annual physical exam at Federal expense.
  • The incumbent of this position is subject to inclement weather conditions such as high temperatures, rain, sleet, snow, and extreme cold.
  • This position requires the ability to operate a Government vehicle. The incumbent must be at least 18years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
  • This position is subject to regular and recurring overtime. Overtime may be on short notice to include nights, holidays and weekends in support of related mission requirements.
  • The employee is expected to be in an on-call status on a rotational basis. While in an on-call status, the employee is required to carry an electronic paging device and will remain within one-half hour travel time of their primary place of residence and will sustain themselves in an able-to-respond and perform work condition.
  • This position requires the incumbent to climb transmission structures averaging 65 feet but up to 500 feet on occasion, and communication towers up to 400 feet.
  • This position requires a climbing weight (personal weight without gear) not to exceed 280 pounds.
  • The incumbent must be able to obtain and maintain the required DOE/WAPA training/certification as necessary in order to serve as a Government Purchase Card (GPC) holder. If authorized to utilize GPC for transactions exceeding $3500; the incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.
  • This position is designated as Emergency Essential.

  • Ability to do the work of a Protection and Communications Craftsman independently without greater than normal supervision (Install and commission, or maintain and repair, protective relay equipment and/or polyphase revenue metering equipment, and SCADA and communications equipment associated with power system distribution or transmission systems.)
