Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with the Directorate of Operations, Planning, & Support (DOPS), Production Engineering Division, at Letterkenny Army Depot in Chambersburg, PA.

Duties

  • Troubleshoot problematic PLC (Programmable Logic Controller) designs by applying advanced electronic theory to develop solutions that enhance system performance.
  • Assist engineers with weapon systems overhaul processes by applying advanced concepts such as RF (Radio Frequency) communication, Fiber Optic, Microwave, Physical Optic and Laser safety.
  • Develop schematics to support design, installation, and troubleshooting of complex electronic systems.
  • Apply expert knowledge in test station software for test development and adapter design to support testing of complex electronic systems.
  • Compute critical power requirements, such as amps, volts, ohms and resistance, for designs and equipment to ensure proper electrical functionality.
  • Troubleshoot complex electronic systems via the use of electronic tooling, such as oscilloscopes, spectrum analyzers, frequency synthesizers and network analyzers.
  • Develop electronic manufacturing fixtures to facilitate production while adhering to technical standards.

Conditions of Employment

  • Certification Requirements for the GS-7, 9, 11 and 12 grade levels within one year of hire.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing to obtain and maintain a Secret security clearance.
  • Must be willing to undergo a physical examination initially, and annually thereafter to meet physical requirements of the position.
  • Must be able to lift items weighing up to 50 lbs.
  • Must be willing to travel on Temporary Duty (TDY) up to 25% of the time.
  • Must complete a one-year probationary period.
  • Personal Protective Equipment (PPE) may be required.

Specialized Experience for the GS-07 Level: One year of specialized experience which includes: Operating electronic test equipment including, oscilloscopes and multi meters; Interpreting schematics to facilitate basic system installation tasks; and Assisting in the assembly of fixtures for production to meet basic standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-06).

Specialized Experience for the GS-08 Level: One year of specialized experience which includes: Troubleshooting electronic system malfunctions via the use of electronic tooling, such as oscilloscopes and multi meters; Interpreting schematics to facilitate basic installation tasks; and Assisting in the assembly of fixtures for production to meet basic standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Specialized Experience for the GS-09 Level: One year of specialized experience which includes: Troubleshooting electronic system malfunctions via the use of various electronic tooling, such as oscilloscopes and multi-meters; Assisting in the creation of basic schematics to support system installation and repair efforts; Assisting in the fabrication of electronic fixtures to support production processes; and Troubleshooting basic PLC (Programmable Logic Controller) components. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-08).

Specialized Experience for the GS-10 Level: One year of specialized experience which includes: Troubleshooting electronic system malfunctions via the use of various electronic tooling, such as oscilloscopes, spectrum analyzers and multi meters; Creating basic schematics to support system installation and repair efforts; Assisting in the fabrication of electronic fixtures to support production processes; Assisting engineers in electronic systems overhaul processes by applying basic principles of RF (Radio Frequency) communication and electronic safety; Troubleshooting issues in components such as electronics, wiring harnesses, circuit cards, and robotics; and Evaluating malfunctions in basic PLC (Programmable Logic Controller) systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Specialized Experience for the GS-11 Level: One year of specialized experience which includes: Employing test station software to perform elementary testing; Assisting in basic troubleshooting of PLC (Programmable Logic Controller) designs to support system performance; Creating basic schematics to support system installation and repair efforts; Resolving malfunctions in electronic systems via the use of various electronic tooling such as oscilloscopes, spectrum analyzers and multi meters; Assisting engineers in electronic systems overhaul processes by applying principles of RF (Radio Frequency) communication and electronic safety; and Troubleshooting issues in components such as electronics, wiring harnesses, cables, power supplies, circuit cards, robotics and sensors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-10).

Specialized Experience for the GS-12 Level: One year of specialized experience which includes: Troubleshooting PLC (Programmable Logic Controller) designs by applying electronic theory to resolve system performance issues; Supporting engineers in weapon systems overhaul processes by applying knowledge of RF (Radio Frequency) communication, Fiber Optic, Microwave, and Laser safety principles; Developing basic schematics to support the design, installation and troubleshooting of complex electronic systems; supporting test development and adapter design for testing electronic systems using test station software; Troubleshooting complex electronic systems via the use of electronic tooling, such as oscilloscopes, spectrum analyzers, frequency synthesizers and network analyzers; and Assisting in the design of electronic manufacturing fixtures to support production, ensuring adherence to electronic standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).

This position has a Selective Placement Factor for the GS-12 grade level that must be met at time of application:
