Summary

The Supervisory Embedded Integrated Prevention Coordinator provides leadership, direction, supervision, guidance, consultation, assistance, and coordination for all aspects of the afloat integrated prevention program. The incumbent performs the full range of duties, responsibilities, and tasking associated with maintaining a high quality, proactive, primary prevention workforce.

Duties

The incumbent is responsible for supervising the planning, managing, coordinating, implementing and evaluating embedded integrated primary prevention activities, policies, practices and processes. The scope of integrated primary prevention includes domestic violence, suicide prevention, sexual harassment, sexual assault, substance abuse, family and interpersonal violence, equal employee opportunity, workplace violence programs, and others as assigned. In addition, the incumbent is to maintain accountability for the full range of assigned responsibilities associated with the Navy's Fleet and Family Support Program. The incumbent stimulates change related to prevention through informing policy initiatives that are data driven and research-based.
II. MAJOR DUTIES AND RESPONSIBILITIES
A. SUPERVISORY DUTIES 75%
  • Provides immediate supervisory technical oversight for up to fifteen (15) subordinates.
  • Provide direct supervision and directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Organizes, set, and monitors workflow, provides technical and administrative supervision.
  • Plans, assigns, and directs work through direct contact with staff and regularly scheduled meetings.
  • Establishes performance standards for subordinates. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Conducts annual performance reviews of staff.
  • Participates in recruitment, interviewing, and selection of personnel.
  • Ensures staff receives proper training to fulfill requirements of their positions.

  • Provides general project oversight for contract personnel, as required.
  • B. PROGRAM MANAGEMENT 25%
  • Conducts analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness of line programs and efficiency of the management of operating programs and work operations.
  • Advises organizational leadership on methods and procedures, management surveys, management reports, and control techniques.
  • Advises organizational leadership on policies, programs and initiatives regarding integrated primary prevention.
  • Ensures the organization's strategic plan, mission, vision, and values are communicated and integrated into prevention efforts.
  • Recommends resource adjustment or changes to policy and procedures to increase program efficiency. Recommends resolution of forecasted or existing funding shortfalls through pursuit of additional funding or redistribution.
  • Provides technical advice and guidance to stakeholders, as well as analysis of complex legislation, policy, and regulatory decisions.
  • Collaborates with installation, command, and civilian leaders to ensure compliance to all applicable federal regulations and Congressional legislation.
  • Encourages the establishment of coalitions with stakeholders, internal and external to the Department of Defense on issues related to the integrated prevention methodologies.

Requirements

Conditions of employment

  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must pass all applicable records and background check.

  • Must be available for shipboard work. Moving about the ship requires agility and range of motion within walkways, portholes, ladder wells and other tight spaces.
  • Due to the unique nature of the position, selectees will be required to complete a physical examination upon entry to duty, and annually thereafter, and be determined to be physical fit for shipboard duty at all times.
  • Due to worldwide travel, vaccinations may be required as a condition of employment per DoD requirements.
  • This position is mission essential. The incumbent may be required to travel, deploy, or provide services at homeport.

Qualifications

  • Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation).
  • Knowledge of the primary prevention initiatives, policy, resourcing and administration of service prevention.
  • Knowledge of associated laws, regulations, and policies used by the Department of Defense (DoD), Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace.
  • Knowledge of techniques to mentor, motivate and coach subordinate employees and skill in leadership practices to develop a headquarters staff into a cohesive team committed to quality programs for customers in the field.
  • Knowledge and understanding of the requirements and operations of DoD and DON programs related to integrated primary prevention.
  • Knowledge of prevention services, current prevention and intervention skills, techniques, and theories.
  • Knowledge of Federal and agency regulations and the specific organization's programs and missions.
  • Knowledge of pertinent laws, regulations and policies related to the program operations area to consider their impact on programs.
  • Knowledge of qualitative and quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs.
  • Knowledge of CNIC's EEO policy and procedures.
  • Knowledge of military community support programs.
  • Skills with prevention activities to include suicide prevention, family and interpersonal violence, sexual harassment, sexual assault prevention, substance abuse, health promotion, and others as assigned.
  • Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
  • Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues.
  • Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.
  • Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs.
  • Ability to work with service members and military families.
  • Ability to develop concepts in program management and implementation, requirements determination, policy development and supervisory skills.
  • Ability to prepare and effectively deliver recommendations at management briefings. ? Ability to perform the full range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

Education

Educational requirements for this position are as follows:
Bachelors Degree or higher in behavioral or social science; or related disciplines appropriate to the position
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience

**Pay differential of 40% while on deployment**

Salary is dependent on experience and/or education.
