To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience (1) participating in the following or similar National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program, Federal Emergency Management Agency (FEMA) and Department of Homeland Security (DHS) programs and/or other disaster preparedness programs and procedures, (2) Assisting in planning, organizing, and operating emergency management protocols or procedures, (3) assisting in drafting after action reports or similar emergency management documentation. You could otherwise qualify on the basis of Education having a Master's degree or equivalent graduate degree OR at least 2 full years of appropriate higher graduate level education OR an LL.B or J.D., in a field of study directly related to the work of the position to be filled. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience (1) leading groups of individuals in operations involving the following or similar disaster preparedness protocols and procedures: NIMS, ICS, Homeland Security Exercise and Evaluation Program, FEMA and DHS programs, (2) Planning and organizing emergency management operations and (3) approving after action reports or similar documents to advise key management on emergency management protocols and procedures. You could otherwise qualify on the basis of Education having a PH.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education leading to such a degree OR an LL.M in a field of study directly related to the position being filled. You may combine specialized experience and education to meet the minimum qualifications.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
