This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Operate a variety of engineer heavy equipment in the construction and maintenance of roads and land management.
  • Operate a grader with articulated steering to grade roads and parking lots.
  • Excavate, backfill, clear brush and maintain landfills utilizing a bulldozer.
  • Load dump trucks and perform trenching and excavating utilizing front end-loader and backhoe.
  • Operates tractor-trailer hauling equipment and materials to and from job site.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Tier 1 non-sensitive low risk background is required throughout the appointment
  • Commercial Driver's License (CDL) is required and must be maintained in IAW Federal Law throughout the appointment.
  • Employee is subject to pre-employment and annual physical exams.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter.
  • This is an inclement weather position. The incumbent is expected to make every attempt to report for duty on time and/or remain on duty during inclement weather conditions.

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator (MVO) ~ Without more than normal supervision. Can operate a steering road roller to grade exact specifications on flat and rolling terrain, operate a bulldozer around trees, drop-offs and obstructions to clear brush, operate a front-end loader, backhoe and trackers on steep slopes to clear roads and right of ways, and operate dump trucks for transporting heavy equipment. - Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT:
  • ENGINEERING EQUIPMENT OPERATION: Heavy physical effort is used in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle controls. Considerable strain is caused by the constant vibration, jolting, and jerking of equipment over terrain.

WORKING CONDITIONS:
  • ENGINEERING EQUIPMENT OPERATION: This work is performed outside in all types of weather, in open cabs, over rough and rocky terrain, swamps, flat land, hills, in dense forest areas, and on steep rises having a wide variety of soil conditions. Incumbent is subject to noise, vibration, dust, dirt, and fumes from motor and exhaust.
