Summary

This position is located within the (CNRMA) Fleet and Family Readiness Department (N944) Facilities and Construction Division. The mission of this position is to administer a region wide program for' the planning, project nomination, programming, design, construction, repair, renovation, alteration, conversion, and maintenance of FFR facilities. The primary purpose of this position is to provide ,project management for the construction or renovation of facilities across CNRMA.

Duties

Construction Project Management duties include but are not limited to:

  • This position is assigned the primary responsibility for managing the Non­ appropriated Fund (NAF) Capitalization Program. Oversees and administers the CNRMA NAF Capitalization Board (NCB) announcing the annual project data call, ensuring the prescribed Project Nomination Form (PNF) is current, reviewing submissions, preparing inputs for Office of General Council (OGC) review, reviewing the scoring criteria with NCB members, scheduling a NCB meeting to vote on submissions, coordinating the meeting with site Morale, Welfare and Recreation (MWR) Directors, scoring the results and preparing a point paper and board results for chain of command approval. Approved projects may be executed by N94 Facilities & Construction assets, who take the lead on design and execution, or with outside contractors. Approved projects may also be executed by CNIC N94 contracting.
  • In collaboration with Installation Program Directors assists in the development of project goals and coordinates understanding and agreement on the overall scope, objectives, risks, costs and timelines defining project goals.
  • Assesses the feasibility of NAF construction projects and quantifies information to give decision makers an objective and data-driven assessment to assist in prioritization of proposed NAF projects. Provides ROM estimates in the initiation stage to assist in determining the feasibility of moving forward on a project based on the estimated level of effort in terms of completion time and cost. During project conception phase the incumbent provides initial guidance on the critical tasks necessary for ensuring a projects success.
  • Assists in preparation of project nominations. Facilitates the Project Validation Assessment (PVA) team's site assessments to determine program user needs/facility demands, and operational analysis. Utilizes Navy Facility Asset Data Store (NFADS) database to review information regarding the evaluation of existing facilities, physical condition, functional adequacy, compliance with applicable safety regulations, etc. Reviews the PVA draft-and final reports for accuracy/feasibility.
  • Identifies efficiencies and cost-effective measures related to non-appropriated fund (NAF) FFR construction efforts with focus on preparation and validation of documents related to and in support of the design/build process.
  • Has knowledge and understanding of MWR funding categories and assists in the proper identification of resources needed to support the objectives of the project
  • Prepares statements of work (SOW) for solicitation and contract types, Coordinates required documents from local Base (Non-appropriated Fund Instrumentality, Public Works (PW), Facilities Engineering and Acquisition Division, or Naval Facilities Engineering Command (NAVFAC)). Prepares evaluation plans for complex procurements or those that exceed the simplified acquisition threshold. May prepare independent government estimates for new work and modifications to award documents.
  • Identifies requirements and assists with procurement negotiations . Assures compliance with contractual requirements related to the scope of service, schedule, budget, and performance time requirements.
  • Corresponds with the activity PW office on construction issues that impact the development of project(s) in order to resolve issues at the earliest possible time, enabling adequate control of costs and/or time extensions at the progran1ming level, prior-to actual execution.
  • Reviews A/E submissions, specifications, cost estimates, technical planning documents, project documentation, and project status reports involving new construction, repair, renovation, alteration, and expansion of facilities, to ensure these meet request for proposal intent, specifications, and constructability. Coordinates A/E design development with commercial A/E firms (e.g. coordinates meetings to review different phases of design and construction); NAVFAC; and Navy, non-Navy Department of Defense (DoD) agencies, and other governmental agencies.
  • Participates as Design Manager (entails program specific requirements/specifications i.e. fitness, FFSC) when assigned to NAVFAC executed NAF or Military Construction (MILCON) projects. Participates in source selection and technical evaluation boards for NAF and appropriated fund (APF) projects.
  • Supports the Regional Facilities & Construction Coordinator as needed in the day­ to-day operations of the NAF Recapitalization Projects. Assists with data collection, verification of accuracy, and transfer to reports and briefings for upper­ level management and new employees within the enterprise. Reports may be data calls, status reports, and briefings for the annual Non-Appropriated Fund Construction (NAFCON) program as it moves through the approval process.

Qualifications

A qualified candidate must possess:

  • Knowledge of and the ability to apply engineering concepts, principles and practices applicable to a range of engineering disciplines (i.e, civil, mechanical, electrical, structural, architectural, environmental) required for the design, layout, execution processes of construction operations in order to monitor compliance with and provide input on construction projects.
  • Knowledge of the principles, concepts, practices, and techniques of administration of NAF Capital Programs to include design, operations, and management of recreation, community support, lodging, and/or MWR business-based activity facilities.
  • Knowledge of environmental and economic considerations along with industry trends in recreation, community support, lodging, and/or MWR business-based activity facilities.
  • Knowledge of DoD planning, programming, and budgeting for NAF and APF budgeting and accounting systems and applicable laws, rules, regulations, directives, and instructions.
  • Knowledge of the organization1 structure, and operation methods of DoD, Department of the Navy (DON), CNIC, NAVFAC, local commands, etc., in order to appropriately frame inquiries and provide responses related to the planning and execution of assigned project(s)/tasks.
  • Knowledge of acquisition methodologies currently in use within industry and government.
  • Skill in preparing SOW for construction projects including new SOW and modifications for change orders in accordance with current codes and regulations.
  • Skill in the use of standard industry software (e.g., AutoCAD).
  • Ability to interpret construction guidance specifications to ensure compliance with requests for proposals, SOWs, contracts, and related project documents.
  • Ability to coordinate construction and renovation projects.
  • Ability to analyze project specifications, proposals, construction plans, etc.
  • Ability to communicate effectively both orally and in writing.
Specialized Experience:

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
-Planner and estimator who analyzed designs for production purposes.
-Instrument maker or model maker who performed design or development work on devices fabricated

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the1nstitute will be helpful as a measure of the technician's quality of experience.
