This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties
- Develops Independent Government Estimates (IGE) and applies a thorough practical knowledge of engineering principles and techniques in:
- negotiating with representatives (usually principles) of Architect-Engineer (A-E) firms for a variety of engineering service contracts and subsequent contract modifications.
- Contracts not only include design services, but also include special engineering reports, field surveys and explorations, and other professional services.
- The position requires skill and tact in representing the Government in the negotiation process.
- The work requires a broad knowledge in various architectural and engineering disciplines and a special knowledge of precedents, techniques, procedures and contracting regulations as they relate to the A-E negotiation process.

- Valid State Driver's License is required.
- Business travel is approximately 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-11 Qualification:
Specialized Experience: One year of specialized experience which includes providing contract administration for construction projects, Architect Engineer, or Service Contracts; performing a variety of contract administration duties to include preparing change requests, preparing cost estimates for contract modifications, handling disputes, and negotiations; dealing directly with contractors and using databases and systems to research situations and report findings through memos and other correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
OR
Education: Three full years of graduate education or a Ph.D. degree directly related to Engineering sciences or Construction management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
