To qualify at the GS-10, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service performing duties related to Engineering Technician position, in three or more of the following areas. 1. Performing technical analysis of drawings, construction schedules, proposals, submittals, modifications, and/or other contractor- provided documentation. 2. Developing plans, specifications, statements of work and/or cost estimates for proposed or ongoing projects. 3. Familiarity with testing and instrumentation equipment. 4. Drafting technical documentation for engineering work assignments. 5. Reviewing statements of work, construction schedules, and/or contractor payment requests. 6. Conducting field inspections to ensure contractor work meets requirements and standards and documenting findings. 7. Application of engineering principles and practices to understand issues and determine solutions. 8. Use of techniques necessary to administer operations and maintenance (O&M) programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
