Summary

About the Position: Coordinates contract actions between the District Field Sites and Contracting office processing requests for specific services and/or products and associated performance work statements and Scope of Work (SOW) documents for various maintenance and repair projects.

Management may select from any of the grade levels announced.

Duties

  • At the full performance level prepares plans, specifications, and scopes of work to support field activities associated with service, supply, and construction contracts.
  • Reviews designs and SOW that are developed using Computer Assisted Design and Drafting (CADD) and Geospatial Information Services (GIS) software.
  • Responsible for pre-.award and/or post-award functions for a variety of supply, service, and/or construction contracts.
  • Provides technical support to field sites in the execution of designs in accordance with established, quality standards, schedules, and budgets.
  • Performs regular technical inspections of navigation and flood risk management facilities to include measurements of components, visual condition inspections, and qualitative judgment of condition.
  • Utilizes various troubleshooting and data recording tools and compiles all data and uses technical knowledge to analyze trends and identify areas of concern
  • Uses technical knowledge of Locks and Dams and flood risk management projects to assist project engineers during project preparation.
  • Coordinates technical advice and guidance from project engineers, project and office personnel, construction inspectors, and others on matters that arise during course of fabrication, maintenance, and repair.
  • Provides technical guidance to the field sites through collaboration and coordination with the various engineering teams or individual project engineers supporting maintenance and repair projects.
  • Assists project staff in expanding and further developing the technical skills necessary to achieve effective scope of work development, project planning and contract administration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS 08: One year of specialized experience which includes conducting non-routine maintenance and construction activities on projects related to new or existing buildings, dams, and other flood control facilities; preparing plans and reports to document progress of maintenance activities; maintaining files regarding the inspection reports of maintenance projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Successfully completed one and a half years of graduate level education (27 semester hours) in an appropriate field of study of engineering, construction, engineering or industrial technology, physics, drafting, surveying, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

Specialized Experience for GS 09: One year of specialized experience which includes developing and coordinating extensive maintenance and construction activities on projects related to new or existing buildings, dams, and other flood control facilities; preparing plans and reports to document progress of maintenance activities; maintaining files regarding the inspection reports of maintenance projects; utilizing automated software programs to enter data regarding maintenance updates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Successfully completed Master's degree or two years of graduate education (at least 36 semester hours) in an appropriate field of study of engineering, construction, engineering, industrial technology, physics, drafting, surveying, physical science or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education: see previous paragraph above for calculation computations.

Specialized Experience for GS 10: One year of specialized experience which includes preparing Scopes Of Work (SOW) and Project Management Plans (PMPs) for maintenance and repair projects; reviewing designs and SOW that are developed using Computer Assisted Design and Drafting (CADD) and Geospatial Information Services (GIS) software; assisting with inspections of maintenance and repair service work to report findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience for GS 11: One year of specialized experience which includes preparing, reviewing, and coordinating Scopes Of Work (SOW) and Project Management Plans (PMPs) for maintenance and repair projects; reviewing designs and SOW that are developed using Computer Assisted Design and Drafting (CADD) and Geospatial Information Services (GIS) software; conducting field inspections of maintenance and repair service work being accomplished to document and report findings and ensure quality control measures are in place and standards are achieved. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
