Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville.

Duties

  • Assists customers with developing projects including determining appropriate scope of work, classifying work according to current regulatory and statutory guidance.
  • Assists customers with accomplishing preliminary estimates, and integrating the project into current master plans, re-stationing plans, and development into annual work plans.
  • Serves as the customer's primary point of contact during all phases of project development, funding, design, execution and warranty.
  • Provides project management for real property maintenance, construction, and alteration projects accomplished by Directorate of Public Works (DPW) through the use of in- house forces, contracts, or troop construction.
  • Inputs project estimates, design status, contract status and other data into other automated project management systems.

  • Must possess US Driver's License. Incumbent must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Moderate to heavy lifting of up to 25 pounds.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For current and former Federal Employees: This specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-09), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location.

Specialized Experience: One year of specialized experience which includes working in a trade or craft that provided intensive knowledge of architectural, mechanical, electrical and civil engineering concepts, principles and practices applicable to engineering duties concerns with design, construction, or review of submittals for various renovation and constructions projects; experience with equipment and systems such as heating, air-conditioning, machinery, piping, plumbing, ventilation, fire protection, digging, shoring, lighting, architectural finishes, door hardware. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

For external applicants (i.e., those without current or prior Federal competitive or excepted service):
