To qualify at the
GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in federal service performing duties related to Engineering Technician (Materials) position, in
three (3) or more of the following duties: 1. Performing technical analysis of drawings, construction schedules, proposals, submittals, modifications, and/or other contractor's provided documentation; 2. Developing plans, specifications, statements of work and/or cost estimates for proposed or ongoing projects; 3. Reviewing drawings and design analysis for conformance with established engineering standards; 4. Drafting technical documentation for engineering work assignments; 5. Reviewing statements of work, construction schedules, and/or contractor payment requests; 6. Conducting field inspections to ensure contractor work meets requirements and standards and documenting findings; 7. Application of engineering principles and practices to understand issues and determine solutions; 8. Preparing change orders, modifications, or technical review of claims, and preparing cost estimates.

Education: Two full years of graduate education or a master's degree that is directly related to the work of the position. Related degrees may include Engineering, Agricultural engineering, Mechanical engineering, Industrial engineering, or Engineering Technology, or Construction Management, or other related fields of study.

A combination of graduate education and specialized experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
