Summary

This position is a Environmental Protection Specialist, GS- 0028-14 working for the R9-AD-Fish and Aquatic Conservation.

Duties

Cost of Living Allowance: In addition to the yearly salary, this position may be entitled to a cost-of-living allowance (COLA)as determined by https://www.opm.gov/policy-data-oversight/pay-leave/pay-systems/nonforeign-areas/#url=COLA-Rates.COLA is only applicable to some locations. This allowance is subject to annual review, adjustment, and rate decrease.

As a Environmental Protection Specialist your duties will include but are not limited to the following:

  • Serve as the USFWS Environmental Science and Policy Coordinator, ensuring environmental and climate justice considerations are integrated into mission work that may impact communities, including minority, low-income, and tribal/indigenous communities. Advise on research, planning, implementation, and monitoring strategies related to environmental justice.
  • Provide expertise and oversight on developing, coordinating, and evaluating environmental justice implementation across USFWS programs in compliance with relevant laws, regulations, and authorities (e.g. NEPA, EO 12898, EO 13175). Develop and deliver programmatic policy, guidance, training, tools, and resources to support effective environmentall justice implementation in the USFWS.
  • Facilitate the development and execution of outreach efforts to ensure communities, including underserved and environmental justice communities, have information on USFWS activities that may impact them and work collaboratively to address concerns.
  • Facilitate the development and execution of partnerships with environmental justice organizations, stakeholders, and communities. Advise on agreements/MOUs, serve as a liaison, and represent the bureau in meetings on environmental issues.
  • Serve as a Contracting Officer's Representative (COR) to oversee contracts supporting the USFWS's environmental justice needs.

Minimum Qualification [GS-14]
  • Possess one year of specialized experience at or equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) managing a multi-disciplinary program and successfully leading others to achieve defined goals; 2) serving as an expert advisor on issues, projects, or programs related to environmental justice; 3) providing technical and policy guidance to leadership and staff regarding integration of environmental justice concepts into mission work; 4) consulting and negotiating effectively on complex programs, policies, and activities requiring system change; 5) preparing reports, briefing materials, communication, and training materials on programs, policies, and activities requiring system change; and 6) innovating and effectively implementing solutions to organizational challenges. NOTE: Your resume must contain sufficient information in these areas to be found qualified.
