Summary

As an Environmental Protection Specialist, you will be responsible for managing the total functions and directing the performance of the environmental program to ensure efficient and effective accomplishment of program priorities, milestones, goals and objectives.

Location of Position:  Public Buildings Service, Region 5, Facilities Management and Services Programs.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

This position is located in the Public Buildings Service, Facilities Management and Services Programs.  The Facilities Management & Services Programs Division oversees regional programs related to the management and operation of space under the jurisdiction, custody, or control of the Public Buildings Service (PBS), both federally-owned and leased.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Detroit, MI; Battle Creek, MI; Grand Rapids, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; St. Paul, MN and Fort Snelling, MN.  If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include, but are not limited to:

  • Coordinates the implementation of the General Services Administration (GSA) and Public Buildings Service (PBS) policies, operating practices, directives, and guidance to ensure they reflect General Services Administration (GSA’s) goals, objectives and strategies regarding the National Environmental Policy Act (NEPA) and related policies and regulations. Reviews related legislation and regulation.

  • Develops, writes, and administers Memorandums of Agreement (MOA's) between the General Services Administration (GSA) and its clients that include state and local agencies. Performs ongoing analysis and follow-up on a national basis with clients to ensure Memorandums of Agreement (MOA's) meet the needs of both the General Services Administration (GSA) and its clients, and terms of the agreements are being met by all parties.

  • Continually monitors and evaluates agreements to develop better ways to deliver designated services.

  • Coordinates with the National Environmental Policy Act (NEPA) Program Manager and National Environmental Policy Act (NEPA) Project Liaison to develop and provide tools and resources to the Public Buildings Service (PBS) organizations as necessary to ensure compliance with National Environmental Policy Act (NEPA) requirements.

  • Participates as a General Services Administration (GSA) representative on committees with the Council on Environmental Quality (CEQ), interagency councils, and external stakeholders. Supports the National Environmental Policy Act (NEPA) Program Manager and National Environmental Policy Act (NEPA) Program Liaison in the preparation of Public Buildings Service (PBS) policies, operating practices, and directives to ensure they reflect the goals and objectives of the Public Buildings Service (PBS) while meeting the requirements of National Environmental Policy Act (NEPA) and related environmental regulations.

The GS-13 salary range starts at $103,409 per year.  Salary is determined by the location for which you are selected.  

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-12 level in the Federal service. 

Specialized experience is experience utilizing environmental protection laws, regulations, methodologies and/or policies to provide technical guidance. Examples include: furnishing written instructions, answering questions from regional workforce on procedures, policies, and directives, and reviewing overall operations to determine operational problems, and to determine and implement changes necessary to meet long-range objectives on all issues related to the implementation, findings and mitigations. This experience should include:

  • Providing oversight and ensuring consistent and compliant implementation of environmental protection policies and requirements.
  • Reviewing environmental protection reports or papers such as Environmental Impact Statements and Environmental Assessments to ensure compliance with regulatory and policy requirements.

How You Will Be Evaluated

  • Expert Knowledge of the Council on Environmental Quality (CEQ) regulations and all aspects of the National Environmental Policy Act (NEPA), its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to implementation, findings and mitigations.

  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations of a highly critical nature.

  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; and ability to present findings and conduct formal meetings in a concise and professional manner.

  • In-depth qualitative and quantitative data analysis skills; ability to plan and conduct analytical studies.

  • Mastery of environmental program principles, concepts, practices, methods, and techniques to apply new developments and theories to major problems not susceptible to treatment by accepted methods.

  • Expert knowledge and ability, judgment and skill to weigh alternatives and make recommendations on real estate having significant and potentially, controversial impacts on community development plans, General Services Administration (GSA) and other agency programs.

  • Expert knowledge of Federal, state, and local laws and regulations, documentation and reporting requirements, and lawmaking or rulemaking processes sufficient to make decisions or recommendations significantly changing, interpreting, or expanding important agency/national policies and programs.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
