Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Environment, Environmental Assessment Section located in Jefferson, Louisiana; Sterling, Virginia; Camarillo, California; or Anchorage, Alaska.
At the full performance level, GS-13 the major duties of this position include, but are not limited to the following:
- Coordinates, prepares, and assures quality control for major, complex environmental documents associated with OCS Program (oil and gas energy, renewable energy, marine minerals, and alternative use) activities; these include environmental impact statements (EIS) and environmental assessments (EA) under the National Environmental Policy Act (NEPA), consistency determinations (CD) under the Coastal Zone Management Act (CZMA), and technical documents.
- Reviews National Environmental Policy Act (NEPA) documents, environmental documents, and OCS Program and activity documents (e.g., Proposed Notices of Sale, Exploration Plans, Site Assessment Plans, and Geological and Geophysical (G&G) Survey Permit Applications) for completeness, accuracy, and compliance with NEPA, the Outer Continental Shelf Lands Act (OCSLA), and BOEM policies and guidance. In some instances, determines how to proceed with NEPA or the level of NEPA analysis needed.
- Serves as a regulatory and technical advisor to the Supervisor on NEPA, Council on Environmental Quality (CEQ) regulations, OCSLA, and other appropriate laws and regulations. Also serves as an advisor and consultant to management and staff on technical matters relative to environmental assessment functions.
- Supports the development of procedures, guidance, and oversight for the Region's compliance with NEPA, CZMA, and other pertinent environmental laws and regulations as they relate to Bureau activities. This includes keeping abreast of the status of such environmental laws and rules; monitoring new developments by reviewing and commenting on proposed and final laws and rules; evaluating their effects on Bureau Programs, procedures, workload, etc.; and recommending strategies to meet new requirements. Further, assists in the development and review of environmentally related rules, orders, stipulations, standards, and guidance for industry activities, and the preparation of any related documentation.
- Serves as the project manager of NEPA, CZMA, and other environmental documents. This includes ensuring quality control is maintained throughout the process and deadlines are met by preparing and managing a schedule for each assigned project, working closely with management and staff throughout the process, and documenting and tracking activities in appropriate database systems.
The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-13: $103,409 - $134,435 per annum (Jefferson, LA)
$116,811 - $151,858 per annum (Anchorage, AK)
$117,962 - $153,354 per annum (Sterling, VA)
$120,246 - $156,323 per annum (Camarillo, CA)
First time hires to the Federal government normally start at the lower salary range of the grade level.
