Duties
- Assists in the preparation, internal review, and the public involvement strategies and review process for assigned environmental compliance documents and reports findings to supervisor with recommendations. This position may also be concerned with the environmental condition of properties at the park. The incumbent is required to have knowledge of restoration principles applicable to duties in several functional areas, including natural and cultural resources and compliance. Facilitation of public meetings and workshops.
- Evaluates NPS project work for potential environmental effects and ensures compliance with applicable policies and regulations. Ensures documents are technically adequate and conform to NEPA, and NPS regulations, policies, and guidelines.
- Participates in investigations in determining the relevancy, nature, and scope of information required to identify, evaluate, and recommend alternative management strategies and attendant impacts. Basic information includes but is not limited to socioeconomic patterns, regional and local air quality, identification of air quality related values, resource sensitivity and significance, NPS management objectives, planning and management constraints, topography, flora, fauna, climate, existing uses and facilities, legal land status, cooperating agency objectives and public preferences.
- Advises and keeps supervisor informed of sensitive issues and NPS concerns regarding external proposals. Participates in policy development, development of recommendations, and implementation of proposed actions associated with environmental impact studies and special projects.
- Prepares and maintains documentation related to the compliance process. Documentation including mapping of resources in ArcGIS.
This position is in the Resource Stewardship division at Independence National Historical Park. Established in 1948, Independence National Historical Park, preserves and interprets many of the most important resources associated with the American Revolution and the founding of the United States of America. The centerpiece of the park is Independence Hall, a UNESCO World Heritage Site, where the Declaration of Independence, the Articles of Confederation and the US Constitution were debated and adopted in the 18th century.
Located in Philadelphia, Pennsylvania, the nation's sixth largest city, Independence National Historical Park is the city's primary cultural attraction. Park offices are in the historic Merchant's Exchange Building within walking distance of several mass transportation stops. The park routinely hosts elected and appointed officials and hosts numerous permitted special events each year. Annual visitation averages 5 million people.
The position reports directly to the chief of Resource Stewardship. The division manages the compliance process for the park including National Environmental Protection Act (NEPA) and the National Historic Preservation Act (NHPA) as well as all scientific research permit requests. While known for its significant cultural resources, the park is on the Atlantic Flyway for migratory birds. Independence Mall, the wide-open space to the north of Independence Hall, is an important resting stop for birds in Philadelphia.
Physical Demands: Work is primarily sedentary in an office environment, but also requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities.
Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust and cold or hot and dry weather extremes and flights in small aircraft, including helicopters.

- Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
- Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. - Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience may include, but is not limited to; analysis of environmental, natural and/or cultural conditions; assisting in developing specified portions of categorical exclusions or environmental assessments in accordance with the National Environmental Policy Act (NEPA); applying laws, regulations and guidelines pertaining to protecting natural and cultural resources; assisting in drafting, editing, revising, and issuing environmental compliance documents; communicating resource information to groups or individuals in a clear, concise, and professional manner; establishing and maintaining effective working relations with project managers and an interdisciplinary team to meet environmental program goals and objectives. You must include hours worked per week.

EDUCATION: Successful completion of at least a Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must submit copies of your college transcript(s) with your application and include hours per week worked.
