About the Position: Position performs a variety of work in connection with the operation of US Army Garrison West Point's environmental programs. The work requires knowledge of the principles/methods of administering environmental protection programs and the laws and regulations related to environmental compliance protection activities.

Duties

  • Gathers information through sampling and fieldwork, performs literature searches and varied data collection, tracking, computing and summarizing of data.
  • Assists in the development, coordination, preparation and management of environmental plans, reports, and correspondence.
  • Assists in investigating and responding to allegations of environmental pollution and disturbance.
  • Performs spill cleanup, pollution abatement, monitoring and sampling projects and inspections, surveys, inventories, audits and other field work.
  • Prepares a variety of correspondence, forms, and reports.
  • Maintains time and leave records.
  • Manages and performs the movement, handling, sorting/containerizing and labeling for the installation's Hazardous Materials Management Program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a pre-employment and annual physical exam as the work involves regular and recurring exposure to moderate risks or discomforts that require special safety precautions.
  • Position requires a valid state driver’s license to transport self and items between locations on and off the installation.
  • Position requires incumbent to obtain and maintain Contracting Officer Representative (COR) certification, this must be obtained within 1 year of appointment.
  • Position requires a financial disclosure to be filed annually as a prerequisite as a COR.
  • Position requires the incumbent to use personal protective equipment provided by the employer.
  • This position has a heavy to moderate lifting requirement of 40 lbs.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Advising and/or performing administrative or program work related to environmental protection programs (e.g., programs to protect or improve environmental quality, control pollution, remedy environmental damage, or ensure compliance with environmental laws and regulations); (2) Assisting in the development and/or preparation of environmental plans, reports, or other related correspondence; and (3) Assisting in investigating or responding to allegations of environmental pollution and/or disturbance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science; or related field such as: Microbiology, Chemistry, Physics, Geosciences, or Engineering.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
