Qualifications
To qualify for a Environmental Protection Specialist your resume and supporting documentation must support: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Maintaining coordination with generators, screeners, buyers, and contract personnel to ensure all DoD federal and state environmental requirements are complied with when both receiving and disposing of hazardous materials/waste.
- Conducting seminars and orientations on environmental operations and programs.
- Gathering information, developing, and explaining findings, and communicating in writing in a clear, professional, and effective manner.
- Evaluating records, statements, and operating programs to determine the nature and extent of deficiencies.
- Analyzing and problem solving to determine the best disposal solution based on the analytical assessment.
- Conducting audits of environmental operations, contractor owned hazardous materials/waste facilities, and recycling operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands:
May conduct on-site inspections of hazardous waste treatment, storage and disposal facilities. Much of the time is spent walking over rough, uneven, wet or slippery surfaces, and requires recurring bending, crouching, stooping, stretching, standing, and occasional wearing of Level C personal protective equipment (air purifying respirator, chemical protective suit), or similar activities. May be required to carry equipment weighing up to 25 pounds. Employee engages in such exertion when inspecting scrap yards, warehouses, dumpsters, treatment plants, incinerators, landfills, or refineries for correct hazardous material/waste handling, storage, segregation and processing. May also climb and inspect large pieces of property or equipment such as electronic or industrial equipment suspected of containing PCB; hazardous waste treatment reactors; boats and ships, including aircraft carriers, during ship purchaser pre-and post-award inspections.
Work Environment:
The work regularly involves moderate risks or discomforts that require exercise of special safety precautions and use of protective hard-hats, boots, goggles, gowns, coats, shields, masks, air-purifying respirators, and gloves. Work is usually performed in an office or field activity warehouse/scrap-yard setting with moderate risks of exposure to elements that may include hazardous material and waste such as solvents, acids, bases, oil fuel, pesticides, and toxins. Personal protective equipment at an appropriate level (A, B, C, or D) may be required, in order to limit employee exposures to toxic chemical conditions in or adjacent to the hazardous waste site. Employee will be required to perform on-site visits of controlled and uncontrolled hazardous waste sites and/or suspected Third Party sites where the hazards are unknown. May be required to serve at physically remote sites on an extended temporary basis. Frequent TDY (up to 50%) may be required to visit field activities or industry sites to perform environmental compliance audits. Travel may involve airline travel and the operation of an automobile. Employee will be placed in a medical surveillance program requiring a baseline physical examination with periodic medical examinations if determined to be necessary. The medical examinations will be used to evaluate and document health effects of occupational exposures upon the employee. This positions has NO direct, hands-on contact with hazardous materials. "NOTICE TO SUPERVISORS: Additional major duties assigned for more than 30 days should be recorded on a Supplemental Assignment Data Sheet (SADS), or the position description should be revised."
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Ordinarily Resident is defined as a U.S. citizen who is locally resident; and, has legal, permanent resident status within the host country; and, is subject to host country employment and tax laws.
Pay Retention will be extended to an eligible employee who applies through a formal recruitment program and is selected for a position at an overseas location.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment.
