Qualifications
To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Conducting audits of environmental operations and facilities, ensuring all hazardous materials/waste practices are in compliance with all DoD federal and state environmental requirements.
- Researching, developing, and conducting training seminars on environmental operations and programs.
- Identifying, analyzing, and correcting environmental deficiencies and determining the best disposal solutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: May conduct on-site inspections of hazardous waste treatment, storage and disposal facilities. Much of the time is spent walking over rough, uneven, wet or slippery surfaces, and requires recurring bending, crouching, stooping, stretching, standing, and occasional wearing of Level C personal protective equipment (air purifying respirator, chemical protective suit), or similar activities. May be required to carry equipment weighing up to 25 pounds. Incumbent engages in such exertion when inspecting scrap yards, warehouses, dumpsters, treatment plants, incinerators, landfills, or refineries for correct hazardous material/waste handling, storage, segregation and processing
Work Environment: The work regularly involves moderate risks or discomforts that require exercise of special safety precautions and use of protective hard-hats, boots, goggles, gowns, coats, shields, masks, air-purifying respirators, and gloves. Work is usually performed in an office or field activity warehouse/scrapyard setting with moderate risks of exposure to elements that may include hazardous material and waste such as solvents, acids, bases, oil fuel, pesticides, and toxins. Personal protective equipment at an appropriate level (A, B, C, or D) may be required, in order to limit employee exposures to toxic chemical conditions in or adjacent to the hazardous waste site. Incumbent will be required to perform on-site visits of controlled and uncontrolled hazardous waste sites and/or suspected Third Party sites where the hazards are unknown. May be required to serve at physically remote sites on an extended temporary basis.
Incumbent will be placed in a medical surveillance program requiring a baseline physical examination with periodic medical examinations if determined to be necessary. The medical examinations will be used to evaluate and document health effects of occupational exposures upon the employee. This position has NO direct, hands-on contact with hazardous materials.
This is an Expeditionary Civilian (EC) position designated Emergency Essential (EE) Remain in Place. The incumbent may deploy via temporary reassignment or remain in place during crises to support contingency operations and may participate in readiness exercises. The position cannot be vacated during a national emergency or mobilization without seriously impairing organizational effectiveness and therefore requires screening from military recall. Military Reservists must arrange removal from the reserve component prior to appointment.
EE positions are subject to combat-support deployments via TDY orders and may qualify for additional compensation based on Department of State combat-zone determinations. The incumbent is subject to repeated deployments not to exceed 6 months, with possible 12-18 months dwell time and may redeploy as soon as 90 days after return. The incumbent must sign the EC Statement of Understanding and Agreement, maintaining readiness, equipment, training, and qualifications at all times. Non-deployment duties at the home station support DLA Disposition Services operations
Pay Retention will be extended to an eligible employee who applies through a formal recruitment program and is selected for a position at an overseas location.

Ordinarily Resident is defined as a U.S. citizen who is locally resident; and, has legal, permanent resident status within the host country; and, is subject to host country employment and tax laws.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is illegal.
