Duties

The Environmental Protection Specialist (TCF) position is in the Facilities Management Service at the VA Boston Healthcare System located at the Jamaica Plain, MA location. This position is full-time at 40 hours per week.

The Technical Career Field (TCF) is a national workforce development program within Veteran Health Administration (VHA) that was designed to replenish technical staff in critically identified positions.

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

At the GS-7 entry level, this is a 2-year long program, the incumbent performs general environmental protection specialist assignments to gain knowledge and experience necessary to support Veterans Administration's (VA) Green Environmental Management System (GEMS) implementation and one or more programs or functional areas of environmental protection work.

Duties and responsibilities include but are not limited to the following:

  1. The trainee applies working knowledge and a general understanding of environmental laws and regulation to assure compliance with applicable laws and regulation (e.g., for air emissions, wastewater discharge, solid and hazardous waste, fuel and oil storage, and spill prevention, among other areas).
  2. The trainee collects and evaluates environmental data and compliance using appropriate analytical methods and techniques.
  3. The trainee recommends necessary changes, control measures, best practices, etc.
  4. The trainee assists with hazardous waste and residual shipping.
  5. The trainee prepares and conducts briefings and writes reports and letters.
  6. The trainee supports environmental sustainability initiatives.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11.

Qualifications

RECENT GRADUATE REQUIREMENT: The Pathways Recent Graduates Program is open to recent graduates who are legally permitted to work in the U.S. To be eligible.. You must have obtained one of the following qualifying degrees, certificate, career, or technical education programs: associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate (which may include Registered Apprenticeship Programs, Job Corps, Climate Corps, AmeriCorps, and Peace Corps) from a qualifying educational institution within the previous two years.

  • This program is for two years; and
  • An applicant within 9 months of completing qualifying education may apply, but they must successfully complete academic requirements prior to appointment. The servicing HR Office may use this flexibility at its discretion based on hiring needs and the timing of the recruitment. See the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (certification and/or career/technical program) was completed.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing database systems and other electronic media to enter, revise, track and store environmental data and statistics; applies knowledge of standards, regulatory requirements, and pertinent statutes sufficient to provide support in conducting compliance assessments and providing routine technical assistance to more experienced specialists/staff and managers in conducting environmental studies and analysis. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week.
