Summary
The Equal Employment Specialist is assigned to Headquarters, Commander, Navy Installations Command (CNIC). Serves as a CNIC Non-Appropriated Fund (NAF) EEO Specialist, whose primary purpose is to administer various facets of the EEO program to include complaints processing, reasonable accommodation, affirmative employment, and training.

Duties

Incumbent maybe assigned to perform any of the following duties:
Performs full range of EEO complaint processing duties in accordance with Equal Employment Opportunity Commission (EEOC) and Department of Navy (DON) guidance. Duties include EEO intake, EEO counseling, and processing of formal complaints of discrimination. Explains all available options to employee/applicant, to include the benefits of Alternative Dispute Resolution (ADR). May serve as a ADR convener and/or mediator. Coordinates with Human Resources (HR), Labor & Employee Relations (LER), or CNIC NAF supervisors to gain information on reported policies/practices and to facilitate resolution of matters where there is no intent to enter the EEO process. Counsels EEO pre complaints and facilitates timely movement through the formal process. Inputs all required information on inquiries and complaints into the iComplaints system for tracking and reporting purposes.
Coordinates reasonable accommodation efforts within CNIC NAF. Advises managers on statutory responsibilities to provide reasonable accommodation to employees and applicants with disabilities. Researches disability related inquiries and provides guidance/recommended accommodation solutions in accordance with the Rehabilitation Act of 1973 (as amended) and other Federal/EEOC and DON regulations and procedures. Collaborates with Regional HR leaders on disability related matters and monitors and tracks requests within the CNIC NAF organization for centralized reporting purposes.
Prepares Management Directive 715 report. Analyzes workplace demographic data to identify trends and barriers within the CNIC NAF workforce. Recommends solutions to emulate EEOC's Model EEO Program and to further affirmative employment initiatives.
Coordinates Special Emphasis Program efforts within CNIC NAF as mandated by applicable regulations, directives, and instructions. Analyzes workforce demographic data to identify barriers for special emphasis groups (e.g., Federal Women's Program, Hispanic Employment Program) that are underrepresented. Recommends solutions to problems affecting the promotion, development, training, and recruitment of special emphasis groups or groups that have less than expected participation rates in specific occupational categories or grade levels within the agency's workforce. Contributes to Management Directive 715 report.
Conducts EEO training sessions about EEO subjects (to include but not limited to reasonable accommodation, harassment, No Fear) to employers and managers concerning their rights and responsibilities in the implementation of EEO program requirements.
Performs other duties as assigned.

Qualifications

- Candidate must possess at least 3 years of specialized experience in the field of Equal Employment Opportunity (EEO) performing the full range of EEO complaint processing duties.
- Knowledge of MD-715 requirements and skill in preparing data for incorporation into report.
- Knowledge of the Civil Rights Act of 1964 (as amended), the Age Discrimination in Employment Act of 1967, the Rehabilitation Act of 1973 (as amended) and other laws, executive orders, directives and regulations applicable to DON EEO program(s) and skill in applying them in a wide variety of situations.
- Knowledge of EEO procedures, and general practical knowledge of personnel administration to explain regulations and procedures; to respond to questions concerning policies, practices and operations of EEO complaints processing; and to research and compile information pertaining to EEO complaints processing.
- Knowledge of HR regulations and policies and practical experience in applying those regulations and policies.
- Knowledge of EEOC organization, mission, and EEO complaint processing procedures.
- Skill in fact-finding and analysis to obtain, organize, and report relevant information and to make conclusions about its meaning. This includes skill in interviewing persons to obtain facts and opinions in stressful situations and skill in planning and conducting interviews to obtain information and determine the relevance of information necessary to answer specific questions or solve routine problems.
- Skill in written and oral communications sufficient to prepare and present findings and recommendations.
