SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience includes developing EEO goals to measure performance and outcomes in a manner that prompts visionary adaptation of programs, plans and initiatives. Directs and manages the implementation of policy to prevent and respond to harassment. Monitors and directs strategic planning based on annual data analysis and assessment. Implements EEO educational and training courses, and workshops. Develops and utilizes institutional data, metrics, and research studies, and benchmarks best practices.
Knowledge, Skills, and Abilities
- In-depth knowledge of a wide range of federal human resources concepts, case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations.
- Knowledge of a wide range of concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution.
- Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations.
- Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives.
- Ability to communicate with others, both orally and in writing, sufficient to formulate and present arguments and advisory opinions and prepare case documents.
Desired Skills:
- 2 years of experience conducting Unconscious Bias and related presentations and training
- Cornell University Diversity & Inclusion certification (or comparable) desired
- Ability to develop training curriculum, materials, tools, and resources
- Develop partnerships with internal and external stakeholders
- Connect and informed about the latest industry research, trends, and best practices
