Duties
You will serve as a/an Equipment Specialist (Marine), GS-1670-12 and be responsible for the maintenance planning and management logistics element activities and will support supply element activities involved in developing or revising equipment maintenance programs and providing determination of quantitative allowance requirements for field support. Knowledge is of the type gained from technical training, education, and experience in lifecycle support functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment.

Provides advisory services related to equipment design, production, operational, and maintenance requirements with regard to new or significantly modified total equipment systems, groups of commodity classes, or subsystems.
Coordinates activities with other subordinate and higher-level organizations. Advises potential vendors regarding approval and validation procedures. Checks whether vendors comply with ANSI and ISO 9000 requirements.
Reviews vendor capabilities and past performance. Assists mechanical engineers in administering contracts. Performs data gathering, market surveys, coordinates meetings with vendors or consulting contractors and assists with maintenance of technical data.
Assists SALC Integrated Logistics Support (ILS) and SFLC Asset Line personnel in the development, review and execution of asset level Class Maintenance Plans (CMPs), Maintenance Procedure Cards (MPCs), outfitting plans, and technical publications.
Evaluates of Engineering Data for Provisioning contractor submittals for quality, technical accuracy, and thoroughness.
Applies thorough knowledge of the principles, practices, and procedures used in the design of the equipment. Applies independent judgment to complete a variety of highly complex work assignments. Develops technical specifications for items included in the entire range of marine equipment installed on Coast Guard vessels.
Operates small-scale computers or remote workstations attached to a large-scale computer system. Uses installed software to assist in the performance of duties.
Develops new criteria or policies in resolving highly complex and unusual problems associated with the design, procurement, maintenance, modification, and repair of propulsion machinery equipment. Investigates and analyzes a variety of unusual conditions or problems involved in the design, development, production, testing, procurement, use, supply, or disposal of propulsion machinery equipment.
Designs and develops new concepts in marine equipment and machinery. Develops methods and techniques for their fabrication so that production is as expedient and economical as possible. Reviews specifications to assure adequacy of requirements.
Evaluates prototype models of new designs to determine if they meet project requirements. Recommends and/or initiates improvements to correct deficiencies. Monitors scheduling of prototypes and finally assembly of design changes to determine if they meet project requirements.
Coordinates with subsystem managers, project engineers, and contractor to provide guidance in the development, design, fabrication, test, installation, operation, troubleshooting, and maintenance of specialized equipment methods and procedures.
Collaborates with manufacturers, engineers, resource management officials, and technical representatives, concerning the availability, development, and status of integrated products and technical information for use in preparing provisioning documentation, maintenance support plans, training and publications requirements, equipment accessories, and equipment modifications.
Position functions include establishing maintenance planning and management logistics element requirements for WCC assets and serving as a Contracting Officer's Representative (COR), performing work involved with reviewing contract deliverables requirements list products, reviewing and completing Reliability Centered Maintenance (RCM) analysis, drafting technical repair and maintenance specifications, drafting and reviewing Maintenance Procedure Cards (MPCs), managing establishment of WCC maintenance baselines with-in Coast Guard network domains, collecting, analyzing, interpreting, specialized information about electrical, propulsion and auxiliary machinery systems, and providing such information through advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.
