Duties
Duties for this Position Include:
Performs supervisory duties for a small contingent of staff less than 20% of time to include: plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Advises the executive and key officials on the uses and limitations of the array of available administrative management techniques and the probable consequences of possible choices and decisions.
Recommends options during exploratory and formative stages of managerial planning and policy formulation.
Participates actively with the executive key staff in significant management planning, policy and decision-making sessions.
Provides liaison to key administrative processes and mission support services such as human resources, information technology, budget, travel, supply, contracting, training, etc. as well the office operating plan outcomes and internal performance measures.
Serves as a consultant and provides technical assistance and management support for key administrative, workforce development programs or several complex program areas.
Actively participates with other management officials in the planning and implementation of efforts to enhance awareness and involvement on the part of grantees and the private and public sectors in the furtherance of the overall goals and special program initiatives.
Develops or assists in the development of courses or plans of action for accomplishing such assignments.
Investigates issues to establish the nature and scope of identified problems and recommends methods and techniques to be utilized to resolve them.
Oversees the identification of any problems and works cooperatively with the key players to arrive at mutually acceptable corrective actions, which will assure legal compliance and continuous program improvement.
Represents and speaks for the executive in both formal and informal circumstances.
In meetings with high-level public and private sector officials, takes actions or makes commitments, which reflect the goals, objectives, and views of the executive.
May perform public information duties.
The incumbent is expected to report on both the status of projects and activities as well as the effectiveness of the operational components.
Possesses the ability to effectively summarize information and present data graphically, as well as the skill to explain complex technical information regarding programs and processes to internal and external parties with different levels of comprehension.
Develops and presents spreadsheets, presentations and publications that advance the business objectives of the Office and support its plans and goals.

Qualifications
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes (Applicants must demonstrate four (4) of the following):
. Experience managing complex programs and/or activities and/or communicating program requirements to others;
. Experience identifying issues, determining possible solutions, making recommendations, and implementing changes;
. Experience advising an executive on management or administrative matters, often of a confidential nature.
. Experience working collaboratively and maintaining cooperative relationships with officials in Federal, state, or local government agencies and public entities.
. Experience communicating effectively in oral and written presentations to officials, staff, and the general public.
