Summary

The Department of Veterans Affairs (VA) is taking the first steps to realign its many services from several regions to districts. The new regions under the MyVA alignment will allow VA to begin the process of integrating disparate organizational boundaries into a single regional framework to enhance internal coordination. Duties

Physician, Dentist, and Podiatrist Applicants - Education and length of practice (experience) will be considered by a Market Pay Review process in determining the salary of the applicant selected. Exceptions to the salary cap must be approved.

This is a Pay Table 4 Tier 1 position. Salary range $145,000 to $310,000

The Executive Director Medical Center is responsible to the Veterans Integrated Service Network (VISN) Director. The position requires the effective and economical direction, control, and operation of the VA Medical Center (VAMC).

The responsibilities include, but are not limited to:

  • Full delegated line authority and responsibility for executive level management of the VAMC. Overall responsibility for planning, organizing, coordinating, controlling, reviewing, evaluating, and improving medical, administrative, and support operations of the medical facility.
  • Makes final decisions which have a direct and substantial impact on the healthcare organization and programs. Such decisions affect the nature, scope, and quality of patient care programs and activities.
  • Establishes VAMC policies and procedures consistent with the VISN, Veterans Health Administration, (VHA), and VA corporate guidelines.
  • Determines program goals and objectives, and develops short-range and long-range plans for achieving strategic direction consistent with the VISN, VHA, and VA Strategic, Performance and Operating goals.
  • Develops and maintains cooperative relationships with other Federal government agencies, local and state governments, community organizations and other health care providers in VAMC's service area.
  • Fosters positive relations with the news media, Congressional staff , service organizations, and volunteer groups.
  • Overall responsibility for planning, organizing, coordinating, controlling, reviewing, evaluating, and improving medical, administrative, and support operations of the medical facility.

Qualifications

  • U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA. Provide proof of this license in the application package.
  • Degree of doctor of medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
Physician Basic Educational Requirement:

Education. Degree of doctor of medicine: Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.

Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.

Dentist Basic Educational Requirement:

Education.
Degree of doctor of dental surgery or dental medicine resulting from a course of education in dentistry. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:
1. United States and Canadian schools of dentistry listed by the Commission on Dental Accreditation(CODA), in the list published for the year in which the course of study was completed.
2. Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or the District of Columbia as qualifying for full and unrestricted licensure provided the licensure requirements include a written examination measuring science achievement and a performance examination measuring clinical competence.

Residency or Comparable Experience. Completion of an approved residency program in general practice or specialty, or comparable experience as a dentist actively involved in treating medically compromised patients.

Podiatrist Basic Educational Requirement:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualifi ed citizens inaccordance with VA Policy.
Education. Applicant must possess a doctor of podiatric medicine degree, or an equivalent degreeresulting from a course of education in podiatric medicine and surgery. The degree must have beenobtained from an institution whose accreditation was in place for the year in which the course of studywas completed. Approved schools are United States schools of podiatric medicine and surgery, approvedby the Council of Podiatric Medical Education of the American Podiatry Medical Association in the yearin which the degree was granted.
Residency Training. Podiatrist must have completed residency training, or its equivalent, approved bythe Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibilityfor board certifi cation. VA Podiatrists involved in academic training programs may be required to beboard-certifi ed for faculty status. Approved residencies are:
1. Those approved by the accrediting bodies for graduate medical education, the Council on PodiatricMedical Education, in the list published for the year the residency was completed, or
2. Other residencies and training experiences, or their equivalents, which the local ProfessionalStandards Board determines to have provided an applicant with appropriate professional training.

A. EXECUTIVE CORE QUALIFICATIONS (ECQs)
There are five ECQs:

ECQ 4. LEADING PEOPLE: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5. ACHIEVING RESULTS: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

B. TECHNICAL QUALIFICATIONS (TQ):

TQ: Knowledge of mission, organization, programs, and requirements of health care delivery systems, and the ability to manage and direct a large health care facility.
