Summary

The Lead Engineering Export Control Representative leads the Engineering Export Control Office, providing expert guidance and oversight to ensure compliance with federal export control regulations and agency policies. This position serves as the primary point of contact for the Engineering Directorate on all export control matters, including expedited requests. This position plays a critical role in fostering a culture of export control compliance within the Engineering Directorate.

Duties

  • Lead the formation of the Engineering Export Control Office and provide subject matter expertise to process Engineering Directorate Export Control Requests ensuring on-time delivery of Directorate goals and quality products and services.
  • Collaborate with Division technical domain experts, Center Export Services Team, and Directorate customers to maintain export control compliance and foster collaboration aligned with Engineering Directorate needs.
  • Serve as the lead Engineering Directorate Export Control Representative (ECR) with delegate authority to represent the Directors of Engineering on Export Control matters and point of contact for the Engineering Directorate expedited export requests.
  • Provide guidance, direction, and oversight to assure adherence to federal export control regulations and sponsoring agency policies and procedures related to export controls.
  • Disseminate information and develop procedures to facilitate compliance with export control regulations.
  • Conduct periodic audits of the Directorate’s export control transactions and recommend opportunities for changes in managing and implementing Directorate practices.
  • Promote a culture of export control compliance, disseminate regulatory data, develop educational resources, and present training content for export controlled technical information.
  • Conduct export control reviews and review requestor-based manuscripts for export controlled technical information including draft and final manuscripts.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Leading process implementations from inception to final delivery utilizing project management skills, task management, communication, Microsoft programs/tools and the integration of assignments;
  • Adhering to and navigating export control laws and requirements for any shipment, transfer, or transmission of an item (i.e. hardware, software, technology, or technical information) out of the United States, to a foreign national or a representative of a foreign government, or company;
  • Collaborating with technical representatives, center administrators, clients, and partners to ensure mutual understanding and completion of integrated assignments.
